State building money delayed

Four years ago, Parkland School District submitted documentation to state for reimbursement of construction costs for Jaindl Elementary School in a program called Plancon Part H.

At a March 25 meeting, Business Manager John Vignone reported the state uses a formula to determine the amount of reimbursement.

"We should be getting $100,000 a year for 15 years – $1.5 million," Vignone said. "We would get more, if we could go back to the years they missed."

Throughout Pennsylvania, more than 350 construction projects are awaiting reimbursement from Plancon Part H.

"The program is not being funded properly," he said. "The amount available for districts is down by 11 percent.

"We're trying to find out if we're on a list for reimbursement and, if so, where we are on that list. There's money there, but not enough.

Funds from Plancon Part H would be very helpful as Parkland works to eliminate the $1.77 million gap between projected revenues and expenses for 2014-15.

In the new budget, the maximum increase allowed for Parkland is the Act 1 index of 2.1 percent or 0.29 mill.

That would take the district millage to 14.12 and would result in a $29 increase on a property assessed at $100,000.

"We would like to get it under a 2-percent increase," Vignone said.
