Bastian retires from attending Upper Mac meetings
"It is with great sadness I must inform you this will be Owen Bastian's last meeting for Upper Macungie Township," Supervisor Kathy Rader informed the audience at the end of the August meeting. "He has been township supervisor, member of the planning commission, zoning officer, secretary and treasurer for this township for 60 years.
"We're going to miss him at the meetings."
Bastian said at 87 years of age it was time to take a break.
The first order of business was the introduction of Daniel Olpere as the new township manager.
He has a Bachelor of Science degree in community development and an Master's degree in public administration.
His credential include consultant for the Pennsylvania State Association of Township Supervisors, Pennsylvania Association of Boroughs, Pennsylvania League of Cities and Municipalities and the Department of Community and Economic Development.
He has worked for several local governments including Lemoyne and Perkasie boroughs, and Montgomery and Lower Providence townships.
He is certified to teach courses in subdivision review and community planning.
He, his wife and three children live in Montgomeryville.
In other matters, resident Gary Pave told the board that he has the signatures of 95 percent of the residents on his street in the Windemere subdivision to request street lights be installed.
He was informed PPL would be contacted and maybe by next month street lights would be erected.
Chairman Jim Brunell then opened the meeting to public comment.
First order of business was a complaint concerning a fence being erected in Trexlertown.
Kyle Dietrich petitioned the board to investigate the situation.
He said the chain link fence, to be located in a flood plain, would retard the flow of water in a flood.
He also said the owners were not going by the property line and the township should revoke the permit or plan to resolve the issues.
Solicitor Andrew Schantz said if the permit was issued in error, it could be revoked and the fence would have to be removed.
Anthony Toth, one of the concerned residents, said the property being fenced is landlocked and a wood fence such as a split rail fence should be installed.
He was also concerned about the weeds and the setback of the fence.
Toth said it should be 5 feet from the property line.
Property owner Patricia Mayo told the board her surveyor researched the deed back to the beginning and the location of the fence was correct.
Supervisor Sam Ashmar urged Mayo and Toth to get together and somehow resolve the issue.
Both parties presented evidence to the board to support their positions.
In other matters, Schantz Road construction is on schedule. The roadway should re-opened in July 2015.
The length of the green light at Route 222 and Breinigsville Road was changed to last for four minutes for Route 222 traffic.
The change was an attempt to alleviate the traffic backup problem in the area.
Trick of Treat Night has been set for October 31, 2014. Hours are from 6 p.m. to 8 p.m.
Deputy Chief Joseph Wilson gave the police report. Total calls for service amounted to 761. A total of 547 traffic citations were issued in July. Six Driving Enforcement and Education Programs were held on the Rt 222 Bypass and Rt. 100. Highest speed recorded on Rt. 222 was 77 mph and on Rt. 100, 71 mph. A total of 186 citations were issued in the six days. He also noted that Bimbo Bakery has donated $6000.00 toward the canine project.
The public Works Department will be working with Lower Macungie Township on a paving project on Mill Creek Road. The Board agreed to the request upon condition of the Solicitors review of the agreement.
Residents of the Trexler Fields development voiced a complaint about the walking path in the development. Patrick Dawe of the homeowners association contends that it is not being placed where it is shown on the plan. Jeff Chandler of Kay Builders will look at the locations and modify them if possible.
Upcoming recreation programs include Tennis Clinics from September 3 until October 6 for pee wees to adults at Blue Barn Park, emergency preparedness day on September 20 at the St. Lukes Campus on Cetronia Road, family fishing at Apple Ponds on August 23 from 9a.m to 1 p.m. and the on-going pick-up volleyball every Sunday from 6 to 8 p.m. at Upper Macungie Park. National Night Out was a huge success. It will be held in 2015 on August 4. Contact the township office for further information on upcoming events.
Fire Commissioner Grant Grim's report noted there were a total of 128 emergency responses, 76 fire inspections, and 248 EMS responses. The Good Will Fire Company of Trexlertown will hold an open house for fire prevention on October 18 from 10 a.m until 2 p.m.
The three fire companies will be represented along with Cetronia Ambulance Corps and Upper Macungie Police Department.
