Parkland security to be audited

Parkland School Board has agreed to have Seraph Corporation perform a district-wide security management audit at a cost of $42,500.

District Superintendent Richard Sniscak, at the Jan. 22 board meeting, explained the evaluation will include crisis management plans, security systems, staff entry cards, policies, procedures and personnel.

The board also reaffirmed adoption of the Pennsylvania School Boards Association Standards for Effective School Governance and the Code of Conduct for state school boards.

First adopted several years ago, the standards and code are framed and posted in the public meeting room.

The document defines the role of school boards and the responsibilities of the individuals who serve.

In other matters, the board authorized preparation of a parameters resolution by a team of financial advisers to enable the administration to proceed with borrowing for future capital projects.

The district wants to borrow $10 million to kick off projects in the 2013-14 school year.

The major one is renovation of Kratzer Elementary School. Additional work includes roofing, paving, parking lot and plumbing projects throughout the district; security system upgrades; technology infrastructure and computers; and heating, ventilation and air conditioning systems.

Bond counsel Jens Damgaard, of Rhoads and Sinon LLP, reported tax law allows a threshold of $10 million to be borrowed with a reasonable expectation of spending the money in three years.

A financing analysis prepared in October 2012 by Scott Shearer, of Public Financial Management, and Ken Phillips, underwriter for RBC Capital Markets, recommends the $10 million transaction for 2013 with evaluation at the end of the year for a 2014 bond issue to provide additional funds.

The parameters resolution will be prepared by the financial consultants, Parkland Solicitor Steven Miller and Business Manager John Vignone.

The resolution will be presented to the board for a vote at a future meeting.
