Upper Macungie receives clean audit, appoints Weber to zoning board

Upper Macungie Township received an unmodified, or “clean,” audit opinion for 2025, with auditors finding that its financial statements fairly presented the township’s financial position in all material respects.

Chris Betley, a certified public accountant with Buckno Lisicky, presented the audit report during the Aug. 6 board of supervisors meeting.

Betley highlighted the township’s nonuniform pension fund, which ended the year nearly fully funded. The fund held approximately $12.2 million in assets against a pension liability of about the same amount, leaving a net liability of roughly $34,000. He noted the gap was approximately $1.4 million a year earlier.

Betley also reviewed the township’s governmental funds. About $29.4 million in capital expenditures were recorded for the community center project, contributing to a $28.6 million decrease in the recreation capital fund balance. The township’s general fund increased by $26.3 million, largely due to $25 million in bond proceeds and approximately $1.7 million in bond premiums connected to the community center project. Excluding those proceeds, Betley said the general fund posted a loss of about $350,000.

In other business, supervisors unanimously appointed Darrin Weber to the township zoning hearing board. Weber fills the vacancy created when Andrew Snyder was appointed to the board of supervisors.

Township officials said Snyder could no longer serve on the zoning board after becoming a supervisor.

Supervisor Sunny Ghai said board members were impressed with Weber during interviews for the recent board of supervisors vacancy.

“We were impressed by you when you came and spoke,” Ghai told Weber. “I think we can backfill that position with somebody equally worthy, and I think we did.”

Supervisors later unanimously accepted Snyder’s resignation from the zoning hearing board. Snyder was appointed July 22 to fill the board of supervisors vacancy created by Julien Godbarge’s departure and is expected to be sworn in at the board’s next meeting.
