Salisbury Township Police Corporal Kyle Watson takes oath of office April 9

A new Salisbury Township Police Department corporal has been sworn in.

Cpl. Kyle Watson was administered the oath of office by District Judge Kyle B. Miller (Pennsylvania 31-1-08 Judicial District) before the Salisbury Township board of commissioners’ April 9 meeting.

“He’s going to be our first patrol corporal in a long time,” Salisbury Township Chief of Police Donald Sabo said before the ceremony.

Watson joined the Salisbury police department in November 2021, Sabo noted. Watson is the Salisbury Township Fire Marshal. Watson is on the township police K-9 Patrol with Echo.

Also at the April 9 township meeting, township residents to be honored at the 5:30 p.m. April 23 Salisbury Township Volunteer Recognition Awards catered dinner to be held in the municipal building were announced and approved by nine resolutions unanimously 5-0 by commissioners: Frank Adamcik, Ann Bove, Jen Conrad, Bryan Cramsey, Ian Dodson, Jennifer Freas, Alexandra Mumbauer, Sarah Nemitz and Lauren Wellbank.

Commissioners voted 5-0 to approve resolutions for:

- “No-Mow May,” as recommended by the township Environmental Advisory Council. Commissioner Heather Lipkin made the motion, seconded by Commissioner Alex Karol, to bring the resolution to a vote.

- Disposal of municipal property of vehicles and other equipment through the Pennsylvania Department of Community & Economic Development local government services COSTARS program. Lipkin made the motion, seconded by Karol, to bring the resolution to a vote.

- Lease-purchase for $428,339 of a camera truck to inspect township municipal pipes for leaks. Commissioner Allison Leayman made the motion, seconded by Alok Patnaik, to bring the resolution to a vote.

Commissioners voted 5-0 to approve motions for:

- Inter-municipal Mutual Aid Police Cooperation Agreement with Emmaus Borough. Patnaik made the motion, seconded by Lipkin, to bring the motion to a vote. Before the vote, Salisbury Township Police Department Lt. Christopher Casey said, “Emmaus is very short-staffed. They reached out to our chief [Sabo] and asked if we could help them by going into the borough.”

- Well Isolation Waiver Request for 250 Mountain Park Road. Karol made the motion, seconded by Lipkin, to bring the motion to a vote. “The property is too small. The septic system failed,” Director of Community Development Kerry Rabold said before the vote.

Salisbury Township Director of Public Works Jim Levernier said that ball fields have been prepared for the season.

Salisbury Township Manager Cathy Gorman said site preparation work has begun at Vistas at South Mountain along East Emmaus Avenue in the vicinity of Gaskill Avenue and Honeysuckle Road.

Township commissioners approved the preliminary final plan at the Sept. 11, 2025, meeting. Tuskees Homes plans to build 88 townhouses and one single home on a 48.5-acre tract at 1030 E. Emmaus Ave., 1108 E. Emmaus Ave. and 1210 E. Emmaus Ave. on the northern slope of South Mountain.

The site work includes the clearing of trees.

There was no workshop after the meeting.

Salisbury Township board of commissioners president Debra J. Brinton announced an executive session to discuss legal and personnel matters was held before the March 26 township meeting.

The Salisbury Township meeting schedule in the municipal building, 2900 S. Pike Ave., includes: 7 p.m. April 15, Salisbury Township Environmental Advisory Council; 7 p.m. April 22, planning commission, canceled and 7 p.m. board of commissioners, canceled.

The board of commissioners is next scheduled to meet 7 p.m. May 14 in the municipal building.
