An Allentown woman, who reported to city police that someone left a noose on her desk in city hall, was admitted to the Accelerated Rehabilitative Disposition program after admitting to charges related to the incident.
Latarsha Brown, 43, was sentenced by Lehigh County Judge Anna-Kristie M. Marks to the ARD sentence, ordered to pay $1,985 in restitution and pay all fines and costs associated with the case.
She had been charged with false reports and tampering with or fabricating physical evidence.
Lehigh County District Attorney Gavin P. Holihan said the first-time offender will remain in the ARD program for two years and then her criminal record will be expunged.
City police arrested her in connection with their investigation of an offense that did not happen, Holihan said. He said shortly after 7 a.m. Jan. 10, Brown arrived at her office on the third floor of city hall and about a half-hour later, reported she observed the small noose on her desk. She told police she had touched the end of the noose and had researched on Google to try and determine what the item was.
Holihan said all employees who were in the area where the noose was found agreed to submit to DNA testing, but Brown refused. She later asked that the investigation end and told authorities she would no longer cooperate with the investigation.
The district attorney said on Jan. 24, officials obtained a search warrant for Brown’s DNA.
The state police forensic DNA division on March 10 issued a report indicating they had matched Brown’s DNA sample with the sample obtained from the noose and said no other DNA profiles were found on the noose.
