North Whitehall board seeks compliance with Act 192

At the opening of the North Whitehall Township supervisors meeting, Secretary Brenda Norder reported tires for recycling would not be accepted until April 1.

After acceptance of the minutes and an order to pay the bills, the February meeting moved into a public hearing concerning an ordinance related to the collection of delinquent real estate taxes.

The ordinance would give the board authorization to appoint Portnoff Associates as collector.

As there were no comments from the public, Supervisor Steve Pany made a motion to adopt, with Supervisor Ronald Heintzelman seconding the motion.

All board members voted in favor of the ordinance.

Next on the agenda were several resolutions, including one dealing with the Brook Hill Estates roadway dedication, bringing the road right of way of sections of Brook Hill Drive, Rising Sun Road, River View Road and Sutters Ridge Road into the township road system.

The second resolution released the Lehigh County Tax Bureau from delinquent property tax collection and initiated the new contract.

A third resolution amended the township's retirement plan, while a fourth resolution amended the fee schedule eliminating certain fees related to recycling.

The township will no longer have recycling bins for residents. Instead, it will issue stickers for residents to place on any container indicating there are recyclables inside.

Township Manager Jeff Bartlett was next on the agenda with his report.

He asked supevisors to consider amending an ordinance relating to township parks.

The proposed amendment would deal with Pennsylvania Act 192 of 2014 concerning the ability of a person adversely affected by a municipality's regulations regarding the carrying of firearms to collect monetary damages, for reasonable expenses, if the court gives that person a favorable ruling.

Supervisors also discussed banning hunting on township properties, as this could be a safety hazard.

Bartlett and Solicitor Lisa Young were ordered to write up appropriate wording to amend the ordinance to be in compliance with state statutes.

The Lehigh County Board of Elections notified North Whitehall one of the voting districts will be divided into three separate districts.

District Three will be divided to also include new Districts Five and Six.

The population has increased in that district and, by law, districts should only have a certain voting population.

Currently, there are 3,850 registered voters in District Three.

Location of the district boundaries will be included in the township's spring newsletter and the county will also do a mailing to all affected parties.

The volunteer fire companies and Northern Valley Ambulance requested supervisors draft some regulations to standardize house identification numbers so properties are easier to locate during an emergency.

Markers would be reflective so as to be visible with proper placement at the site.

There would be a $10 fee for an identification sign. The fire companies and NOVA would make the markers.

Heintzelman urged the board to move forward with this matter.

Recent snowfalls have created problems for township road crews.

Vehicles are not being removed from roadways and sidewalks are not being cleaned.

By ordinance, vehicles are not allowed to be parked on the roadway when there is snow or ice.

They must be removed within 24 hours or they will be towed and they must remain off the roads until they are cleared.

Also, snow must not be thrown into the street when sidewalks are shoveled.
