N. Whitehall board prepares for 2015

North Whitehall supervisors breezed through their agenda Monday night.

After Secretary Brenda Norder's announcements, it didn't take the board long to take care of business.

Norder reported the final budget meeting will be 7:30 p.m. Dec. 15 with the reorganization meeting 7:30 p.m. Jan. 5, 2015.

Township auditors will organize 6 p.m. Jan. 6, 2015. Township offices will be closed Dec. 25 and 26 for the Christmas holiday and on Jan. 1, 2015, for New Year's Day.

Crestwood Heights subdivision was on the agenda for discussion.

Curtis Schneck presented his final plan for the subdivision of an existing parcel into two building lots, residue parcels for addition to neighboring lots, a lot for the Lehigh County Authority and a driveway for access to a landlocked lot.

This lot was originally designated as a recreation lot for the subdivision, managed by the homeowners association.

However, the homeowners association was never formed and the lot was not used.

Two waivers were requested on the plan.

One was a waiver of the requirement lot lines be at a 90-degree angle to the street line. As the lots were fronting on a curve in the road, this requirement was difficult to meet.

The second waiver was a request to reduce the recreation fee from $5,000 to $2,500.

The waivers were granted and the plan was approved by the board with conditions.

An exemption was granted for a well isolation distance and groundwater study on property at 4734 Spruce Street.

In addition, supervisors adopted a resolution setting the millage rates, taxes and fees in the township for 2015.

Supervisor Ronald Heintzelman was appointed working supervisor and will be placed on the township's insurance plan. He will also be the recycling coordinator, community service director and recreation director.

Township Manager Jeff Bartlett gave a short report for the board, first saying leaf collection will end Dec. 5.

He noted the recent snowfall has hindered collection. Apparently some residents are unaware of the sidewalk snow removal requirements.

Bartlett said residents with a sidewalk in front of their property must remove any snow or ice within 24 hours.

He will request for proposal for a new audit firm for the township.

The winter newsletter will be coming out shortly and Bartlett said if supervisors or residents have any topics they want addressed in the newsletter, they should call the township office.

A suggestion was made to include historical articles and photos of old buildings and historic sites.

Solicitor Lisa Young will advertise for an ordinance to allow the township to continue participation in the PSATS unemployment compensation plan.

Richard Getz suggested the township consider having PPL install LED lighting in all the street lights and encourage this type of lighting for all new subdivisions.

Ron Roth suggested the board set up a meeting with PPL to discuss the matter.

Supervisors said it is PPL's decision on what lighting to install.

Supervisor Ed Pany said installing newer energy efficient lighting could backfire. Using less energy could result in higher rates to compensate for the payback schedule.

The proposed sewer plant was discussed. Four parties to the plant must agree to their contribution.

Walmart, LCCC, KidsPeace and Lil Wolf will be paying for half the plant while the remainder will be funded by future development.
