Resident concerned about teen activity
Resident Steve Drey attended the Coplay workshop meeting May 6 to express his concern regarding the amount of teenagers that occupy Chestnut and Front streets on weekends and nights when there is no school the next day.
"There are tons of teenagers that are just running and screaming, usually from dark to about midnight or one o'clock," Drey said. He can no longer leave his windows open due to the excessive amount of noise, he said.
He also reported seeing kids walking on the Ironton Rail-Trail with flashlights.
Drey is worried it is only going to get worse when school lets out for the summer. He said while he thinks there has not been any vandalism, he is worried that it is on the horizon. A fight has already broken out in front of his house.
"I don't really know what I'm asking," he said. "I guess I'm just making a comment, but it's becoming more like a gathering place for teenagers."
Drey said he understands there is nothing the police can do if the teenagers really aren't doing anything wrong, but he would like the area to be patrolled more frequently. Coplay Police Chief Vincent Genovese said he will be putting more patrol cars in that area during the weekends, and will attempt to determine whether or not the youth are local residents.
Also at the meeting, council reviewed the updated Coplay Public Library Policies Manual.
Councilman Bill Leiner had a question regarding the smoking policy listed under unacceptable behavior. Leiner asked if that included the outside perimeter of the building as well inside the library.
"To me, that property should be a smoke-free area," said Leiner.
It was noted that smoking is only prohibited inside the library.
Library personnel benefits were also discussed. In the original library policy manual, it stated if a holiday fell on a normal business day of operation, employees would still get paid even if the library was closed. It was noted by council that all employees are part-time.
Councilman Charles Sodl is the borough council's representative on the library board.
"As a group [the library board] felt that it was out of line," he said.
The updated policy now states employees do not get paid if the library is closed on a holiday.
In other business, the snow and ice removal ordinance that was discussed at the March workshop meeting will be going out for review by the borough solicitor. Genovese said he would like an addition to the ordinance regarding snow and ice removal from properties that have no lawn area on which to dump their snow.
Genovese proposed adding adding language stating, "It shall be permissible to place the accumulated snow and ice into small piles along the curb line of the roadway, provided that the placement of the snow or ice does not permit a safety hazard or drainage problem."
Council agreed to add that to the list of changes for the solicitor to look at.
The bleachers at American Legion baseball field will be taken down in the upcoming weeks. The bleachers, which were roped off in the middle of April and deemed unsafe, will be taken apart. The bottom half of the bleachers will be used and moved to the third base line. The area that once occupied the bleachers will be filled with picnic tables.
