North Whitehall awards road material bids to Eastern Industries Inc.

North Whitehall supervisors directed their attention at their April 1 meeting to awarding bids for paving and aggregate materials for summer road projects.

Township Manager Jeff Bartlett said only one bid was received for the materials.

Eastern Industries submitted bids for all items except three, which the company does not handle.

Bartlett said the bids were less than last year's.

The board unanimously voted to grant Eastern Industries the contract for the materials.

Township Secretary Brenda Norder apprised the board of the allotment of budgeted recreation funds.

Money will be distributed to the following: North Parkland Athletic Association, $3,980; Ormrod Playground Association, $4,980; Laurys Athletic Association, $4,980; Schnecksville Playground Association, $3,480 and Orefield Athletic Association, $2,580.

Kernsville Elementary School asked the board to release improvements money held in escrow by the township.

Township Engineer Steve Gitsch inspected the site and was satisfied with the work.

Supervisors ordered release of the funds.

Bartlett's report included several items.

Surveyor Bob Hoppes, representing the Hadeed subdivision plan, requested a waiver of the submission time in which to present his plan to the planning commission.

Bartlett said the plan in question was a minor lot line change and waiving the time limit would not be a problem.

The board voted to allow Hoppes to submit the plan to the planning commission within twenty-one days.

A resolution was presented to allow ICMA Retirement Services to handle the township's 457 Deferred Compensation Plan.

The board voted for this proposal.

A letter was received from the City of Allentown concerning sewage treatment.

The city is requesting North Whitehall update its ordinance to be more in compliance with Allentown's statute regarding pretreatment of sewage.

The last time North Whitehall updated its ordinance was in 1997.

This issue concerns sewage from the township that flows to the Allentown plant.

Bartlett noted that it would not affect the Act 537 plan, which is currently in progress.

Supervisors authorized Bartlett to advertise for the ordinance update.

He also gave an update on the Route 309 reconstruction project.

The utility companies are somewhat behind schedule at the Sand Spring Road/Route 309 intersection but are working at some alternate sites in the project area.

A proposal was made by the contractor to close the Route 309 entrance to LCCC but PennDOT vetoed the idea.

This would have put all college traffic on Orchard Road, a township road, for two months and would have devastated the road.

North Whitehall and Whitehall townships will be paving the Ironton Rail to Trail.

Whitehall will be paving its portion of the trail using grant money from the state.

North Whitehall will seek bids for its portion of the trail from the Whitehall Township boundary to Portland Street.

Bartlett has his list of unused or unwanted items the township will advertise for bids.

Items range from a tractor to small office items.

Ray Deutsch, of Rails to Trails, addressed the board about vandalism occurring on the trail.

Several acts of vandalism were He recounted several acts of vandalism, most of which were reported to the police.

He asked if the township could create a sign to replace one that was damaged.

Supervisors will look into this request.

Harold Smith asked why the township could not install a park walkway at Neffs Valley Park. He said it didn't have to be paved.

The board will look into the matter.

The tire recycling area is now open.
