Supervisors hear details about Jacksonville Park project
At the Sept. 10 East Allen Township Board of Supervisors meeting, supervisors heard an update on the Jacksonville Park project.
Township Manager Brent Green reported the supervisors voted to proceed with a design of the redevelopment of the Jacksonville Park, 6400 Jacksonville Road, in 2025 because of the removal of the basketball court that had an unsafe court surface. The lowest qualified bidder was Grace Industries, which submitted a bid of $207,577.74.
Green noted the construction of the basketball, pickleball courts and pathways were completed. The additional work includes the basketball court surfacing and a minor grading around the worksite.
The requested payment application includes a change order due in the amount of $31,900 due to excessive amounts of top soil that required excavation and replacement with compactible material under the courts.
The supervisors approved payment for the project in the amount of $141,962.23.
A recommendation to the supervisors to approve a Township Line Road change order in the amount of $28,439.25 was passed by the supervisors.
Green said work commenced on the construction of Township Line Road in August 2026 and continues. In May, East Allen Township authorized Lower Nazareth Township to award the project to the lowest qualified bidder, H&K Group, in the amount of $1,168,981.50.
The Pennsylvania Department of Community and Environmental Development Multi-Modal grant in the amount of $1,250,000 was applied toward the restoration costs of the project.
Green reported several issues have risen because of a poor subbase of the project. A change order was approved by Lower Nazareth that does not involve any portion of Township Line Road in East Allen Township.
The cost of the second change order, to be split between both municipalities, is $137,897. The difference, Green explained, between the grant award and the contract amount of $81,018.50 with the second change order is $56,878.50. When the split is effectuated, both townships will pay $28,439.25.
The supervisors approved to pay the split payment cost of $28,439.25.
A recommendation to advertise for bids for the replacement of Bicentennial Park pavilion C and other roof replacements was approved. Green noted the estimated cost of the project is around $400,000, which would be covered by the township capital projects recreation fund.
Green reported the supervisors were notified the 2027 pension municipal minimum obligation requires the fulfilling of funding requirements. Act 205 of 1984 governs the funding requirements for all municipal pension plans.
Supervisors approved the minutes of the Aug. 27 meeting, as well as general fund checks 5011-5059, totaling $166,552.83 and fire fund checks 0066-0069 in the amount of $1,642.77.
