During the Aug. 20 Coplay Whitehall Sewer Authority meeting, General Manager Matt Harleman spoke about the Emerson Village phase 2 escrow release of $315,943. Harleman recommended that amount be released based on the work completed.

Later in the meeting, a motion to approve the release was brought up, and the motion carried.

Harleman informed the board CWSA employee Benjamin Hudak tested and received his operator license, which allows him to make process control decisions at a water or wastewater system. Now, three of four of the CWSA maintenance employees are licensed.

Harleman mentioned CWSA employees Rana Hadeed and Christine Ziegler both completed their public notary registration. CWSA now has two notaries in the building.

Harleman brought up the 2006 CWSA inspection truck that the board authorized the sale of at the last meeting. They did not get a minimum bid. Other options are being explored, including relisting other ways.

Harleman mentioned CWSA has been notified that North Whitehall Township received a qualified response to its request for quote regarding the sale of the sanitary sewer system.

Finally, Harleman said he was just provided with an LCA 2027-31 capital plan, and they are asking for public comment. The plan is 91 pages that he offered to share with board members.

Chairman James Hahn brought up a number of correspondence items. Board members received a Pennsylvania Municipal Retirement System 2025 schedule of changes in fiduciary net position, and there’s a PA1 call rate change effective July 1.

The group received a Pennsylvania Municipal Health Insurance Cooperative letter dated July 10, regarding a 50% surplus distribution check and a Pennsylvania Municipal Authorities Association letter dated July 22, with articles of association vote at the 2026 annual Erie conference.
