Upper Milford Township supervisors approved a conditional extension for the Fields at Twin Run development July 16, granting Kay Builders additional time to complete the project while requiring a 10% increase to its performance bond and progress updates later this year.

Planning Manager Bud Carter told the board that Kay Builders requested a 365-day extension for the development. Supervisor John Zgura questioned why the project required another year and proposed shortening the extension period. The board ultimately approved an extension through Dec. 17, contingent upon the bond increase and updated documentation showing completed work and a timeline for finishing the project. The extension affects 78 homes within the development.

During public comment, Linda Lane resident Dave Seislow again raised concerns about a long-standing turnaround at the end of the road near his property. Seislow said a temporary T-shaped turnaround has remained in place for about 50 years and forces vehicles to turn around on his property. He asked township officials who is responsible for correcting the issue.

Carter said the area will be cleaned up and can be paved once the related project is officially closed out. He explained the township cannot make improvements until permits associated with the Maple Ridge development are completed, a process expected to take until later this year or next year.

The board also authorized advertising Ordinance No. 178, which would revise procedures for public advertising, and approved advertising a request for professional engineering services. Carter said the township will compare proposals before determining whether to retain its current engineering firm.

Supervisors discussed the township response to severe storms that struck the area during the July 4 holiday weekend. Board Chair Angela Ashbrook advocated for consistent emergency yard waste hours when storms result in widespread tree damage. Carter noted the recycling center opened for part of July 5, while Zgura suggested ensuring someone is available to oversee operations during future emergencies.

In other business, the board approved the purchase of a Ford F-350 pickup truck from Upper Macungie Township and appointed Carter as the township Open Records Officer. Supervisors also removed Kyle Walbert as assistant zoning officer and assistant secretary and appointed Carter to those positions effective July 17.

Within subdivision matters, Carter reported that punch-list work at Jasper Ridge was not completed before permits expired. Zgura encouraged better communication with developers to ensure permits remain active. The board also approved the release of the Stone Ridge 18-month maintenance bond.

Supervisors recognized Walbert, who is leaving township employment, and requested a letter of appreciation for his service. Officials also provided updates on Upper Milford Township’s upcoming 250th anniversary celebration and the Vera Cruz Homecoming, scheduled for Aug. 16.

The next meeting of the Upper Milford Township board of supervisors will be held Aug. 3 at 7 p.m. at the township building, 5671 Chestnut St.
