New data reveals that people in their 20s and 30s are the most common offenders and violations peak between 2 p.m. and 4 p.m.
Distracted driving offenses in Pennsylvania can be issued for 1) using headphones while driving, 2) using a handheld mobile phone while driving or 3) texting while driving.
Texting includes sending, reading or writing a text-based message.
Statewide Count of distracted driving offenses filed from Jan. 1, 2021 through Dec. 31, 2025, as recorded in the Magisterial District Judge System (MDJS) and Philadelphia Municipal Court Traffic Division eTIMS System include Lehigh County distracted driving offenses for 2021 were 78, 2022 — 64, 2023 — 98, 2024 — 76, 2025 — 58, total — 374, percentage of total were 3.82.
In Berks County distracted driving offenses for 2021 were 83, 2022 — 82, 2023 — 84, 2024 — 184, 2025 — 160, total — 593, percentage of total were 6.06.
