Allen approves intermunicipal service agreement

Allen Township Board of Supervisors met Jan. 11 to discuss an intermunicipal service agreement with Northampton Borough and to provide an update on the Act 537 Plan.

Northampton Borough prepared an agreement that would allow the township to purchase an additional 50 sewer equivalent dwelling units for Towpath Estates. The township currently has two EDUs from the borough.

The borough’s tapping fee is $5,070, with an additional $500 per EDU. The agreement was approved by the board.

Next, Andrea Martin, public building sewer inspector, provided an update on the Act 537 Plan.

According to the Department of Environmental Protection’s website, Act 537 is required to “help address existing sewage disposal needs and to help prevent future problems through the proper planning, permitting and design of all types of sewage facilities.”

Martin currently has a few options on the table that would comply with the sewer plan.

Maintaining a service area to Northampton and Catasauqua is the most obvious option. Revisions would have to be made to the current plans though.

However, there has reportedly been a lack of communication with Northampton Borough, according to Martin, who has had to look for alternative options.

One of these is creating an Allen Township sewer plant and disconnecting entirely from Northampton Borough. This option, Martin said, is not financially feasible.

Another idea on the table is swapping EDUs. Martin explained this would mean pulling some EDUs from Northampton and directing them to Catasauqua. This would increase the flow to Catasauqua but decrease Northampton’s flow.

The Act 537 Plan can have options, but one of them has to be an implementable (or preferred) option. No decision was made on the plan at the meeting. One is expected to be made soon.

In other business, the supervisors approved the purchase of a 60-inch zero-turn lawn mower and a 28-inch snowblower. Both items were included in the 2022 budget and will cost less than $15,000 combined.

The board also chose 9 a.m.-noon Sept. 10 as the date for the township’s 2022 electronics recycling program.

Allen Township Board of Supervisors will next meet 7 p.m. Jan. 25 at Allen Township Fire Company building, 3530 Howertown Road.
