Public hearing June 24 on zoning amendments

The Salisbury Township Board of Commissioners is expected to consider several amendments to the township zoning ordinance at a public hearing held as part of the 7 p.m. June 24 commissioners’ meeting at the municipal building, 2900 S. Pike Ave.

The amendments were researched and prepared by Salisbury Township Planning and Zoning Officer Kerry Rabold, assisted by Salisbury Township Assistant Manager Sandy Nicolo, with input from Salisbury Township Consulting Engineer David J. Tettemer and reviewed by Salisbury Township Solicitor Attorney John W. Ashley.

The proposed amendments have been under discussion for approximately one year by the township planning commission and the township administration.

Considered for an up-or-down vote by commissioners are:

•Amend Chapter 27, Part 2 (definitions) of the zoning ordinance

The township planning commission recommended approval of the proposed changes, listed in alphabetical order in a detailed 55-page document, at its May 11 meeting.

•Amend Chapter 27, Part 5 (environmental protection) of the zoning ordinance

The township planning commission recommended approval of the proposed changes, contained in an 11-page document, at its May 11 meeting.

The amendments pertain to:

- Nuisances and hazards to public safety

- Wetlands, seeps, vernal pools and springs

- Floodplain areas and setbacks from surface waterways

- Storage of explosive and hazardous substances

- Noise

- Vibration

- Odors, dust and air and water pollution

- Light, glare and heat control

- Placement and screening of waste containers and outdoor machinery and fencing of storage

- Radioactivity and electrical disturbances

Pennsylvania Department of Environmental Protection regulations cover the following:

- Stripping of topsoil

- Woodland preservation

- Groundwater or spring water withdrawal

•Amend Chapter 22, Part 2 (Definitions) of the subdivision and land development ordinance

The township planning commission recommended approval of the proposed changes, contained in a 22-page document, at its May 11 meeting.

The general interpretation and terms defined are intended to be consistent with the zoning ordinance definitions.

•Amend Chapter 22, Part 10 (design standards and required improvements) of the SALDO

The township planning commission recommended approval of the proposed changes, contained in a voluminous 51-page document, at its May 11 meeting.

•Amend Chapter 25, tree maintenance, removal and replacement ordinance

The township’s department of community development proposed the changes to the tree maintenance, removal and replacement ordinance in a 17-page document.

•Amend Chapter 9, grading and development ordinance

The board of commissioners has reviewed the proposed changes to the township grading and development ordinance, which are contained in a 15-page document.
