E. Allen gets request for zoning change at golf site

During its regular meeting Feb. 28, East Allen Township Board of Supervisors received a request for a zoning change from PDW Properties LLP for the Lucky Strokes Golf and Grill facility on Airport Road.

The property owner presented an earlier proposal for an office building at the location, but that project was rejected. Under the township’s zoning procedure, an applicant presents the concept to the board. The board then considers if the requested change warrants a zoning hearing.

In this project, the developer is proposing a mix of commercial and residential units. Residential apartments would be four buildings with 13 apartments in each building. The apartment buildings would be at the rear of the project. Commercial properties anticipated include a medical office building and neighborhood services. No traffic studies were done to ascertain the impact of traffic from this project and the Vertex warehouse project at the corner.

Supervisors offered to review the project. For the project to work, the developer requires a zoning change to private commercial, which allows a mix of neighborhood commercial services and residential.

In other business, township Manager Brent Green reported the township received Pennsylvania Department of Transportation approvals for traffic signals at Airport Road and Route 329; Hanoverville Road and Snowdrift Road; and Airport and Locust roads. The new light is at Locust Road. The other lights will be modified to improve signaling and traffic flow. Costs are borne by the developers.

The township received a notification from the Department of Environmental Protection for the PennEast Pipeline. A small portion of the pipeline passes through the township. The land owners have no objection to the pipeline. The route is being changed in other areas.

The township agreed to renew a franchise agreement with the cable companies.

Chairman Roger Unangst expressed his dismay that the zoning board approved using the former Timberline Inn as a car sales lot. Unangst asked if others on the board would join in opposing the measure. Solicitor Joseph Piperato, who represented the township at the zoning hearing board meeting, indicated the measure would be difficult to reverse.

“The restaurant was a nonconforming use. The developer presented stats that said the new use would be less traffic intensive than the previous use,” he said.

Piperato pointed out restrictions that are part of the agreement. The owner is not allowed to work on cars at the lot, no hazardous chemicals can be on site, and garages must remain dedicated to the apartments. There was little support for challenging the decision.

The board challenged the height of the Vertek warehouse and lost.

The East Allen website has upcoming events listed. New for this year is the community walking club titled Walk This Way to Better Health. The first gathering is scheduled for 10-11 a.m. March 26 at Bicentennial Park West. The program is geared for all ages and abilities. The American Heart Association is a sponsor.
