David Gogel was re-elected president and Chuck Frantz was re-elected vice president of the board of education of Northampton Area School District at the Dec. 3 reorganization meeting. Both ran unopposed and were voted unanimously.

At the regular Dec. 3 board meeting, which immediately followed the reorganization meeting, school directors approved the issuance of bonds for the Lehigh Township Elementary School project.

School directors voted 9-0 to authorize the administration to work with PFM Financial Advisers LLC, district financial consulting firm, for the issuance of General Obligation Bonds, Series of 2019, in the approximate amount of $9,995,000 for the purpose of funding a portion of the new Lehigh Elementary School project.

Jamie Doyle, managing director, PFM, made the bonds issuance presentation at the Nov. 19 school board meeting. An Internet auction for the bonds is to be held Jan. 14, 2019. Settlement is to be Feb. 20, 2019.

NASD is financing the $35,788,356 school project at 800 Blue Mountain Drive, Walnutport, Lehigh Township, through a series of general obligation bonds. The first bonds, Series of 2018, for $9,980,000, were issued in May.

School directors voted 9-0 to approve dates for its 2019 board meetings, which continue at 6:30 p.m. the second and fourth Mondays, with a few exceptions, in the district administration building.

School directors voted 9-0 to approve school directors to serve on board committees, including Act 93, Dr. Michael Baird and Gogel; contract negotiations, Roy Maranki, Frantz and Gogel; employee benefit trust, Baird; expulsion, John Becker, Robert Mentzell, Frantz and Gogel; facilities, James Chuss, Chuck Longacre, Becker and Maranki; K-Kids Foundation, Ross Makary; meet and discuss, Becker and Mentzell; NASD Community Council liaison, Frantz, Maranki and Mentzell; Pennsylvania School Boards Association liaison, Baird and Longacre (alternate); policy, Becker, Maranki and Mentzell; Northampton Area Public Library liaison, vacant; safe schools, Chuss, Frantz, Makary and Maranki; and technology, Chuss and Longacre.

Gogel and Longacre were appointed 9-0 to the Bethlehem Area Vocational-Technical School Authority.

At the school board meeting, directors voted 9-0 to approve, at the recommendation of the administration:

Jacob Stopay, English special education teacher, Siegfried Elementary School, effective upon release from his position, at $51,555, with benefits

Shamarie Boreman, long-term substitute special education instructional assistant, Moore Elementary School, effective Nov. 29 through the 2018-19 school year, at $10.53 per hour

Extension of employment of Crystal Becker, long-term substitute guidance counselor, Nothampton Area Middle School, effective start of second semester 2018-19 school year, at $290.97, per diem

Extension of employment of Mildred Gomez, long-term substitute Spanish teacher, Northampton Area High School, effective start of second semester 2018-19 school year, at $274.23, per diem

$295,419 for inventory and $155,113 for prepaid expenses as nonspendable fund balance reserves

$71,278 for Chromebook reserve as assigned fund balance reserve

$1,200,000 for facility capital maintenance project as committed fund balance reserves

Bills for payment and 2018-19 budget transfers were approved as well.
