East Allen board set to approve budget

At East Allen Township’s regular meeting Nov. 14, all the legal necessities were set in motion to adopt the township’s 2019 budget. The drafts of the ordinances to set up tax millage and advertise to adopt the budget were all released at the meeting.

The proposed budget is scheduled to be adopted at the Dec. 13 meeting. The township has published the proposed budget on its website, eatwp.org.

There was a discussion of meeting dates for 2019. The existing schedule will continue, with workshop sessions on the second Wednesday of the month and regular meetings on the fourth Thursday. Meetings will start 7 p.m. on selected dates. There will be only one meeting in November and December of 2019. The change in 2019 is the reorganization meeting scheduled for Jan. 7, with the regular meeting Jan. 9.

According to Rose Wedde, township secretary/treasurer, the reorganization meeting date caused some problems. Vacancies on the planning commission need to be filled at the reorganization meeting, and the planning commission is scheduled to meet before the reorganization meeting. The planning commission meeting will be delayed until after the reorganization meeting.

Township Engineer James Milot asked the board to release payments for completed portions of Monocacy Drive paving improvements. There is an additional project phase that is still under review.

Township Manager Brent Green received a Department of Environmental Protection report on the Keystone Cement plant. The DEP report goes into explicit detail on the plant’s operation and its effect on the local environment. Green will explore getting an executive summary that would highlight any potential problem areas. The size of the present report constricts the time supervisors have to cull out potential problem areas.

Green also cited several training opportunities for the township staff and supervisors. The training budget is maxed out for 2018, but courses are available in 2019.
