Hellertown Borough Manager Cathy Kichline presented borough council with positive year-end report for 2012.

According to the report, the general fund income for 2012 was $3,862,002, which was 7 percent more than initially projected. The expenses were $3,724,446 or a 3.5 percent increase from last year. The revenue over expenses amounted to $137,556.

"One must take in to consideration the borough used $167,500 of its 2011 fund balance," the report stated in regard to the difference.

The report also indicated the borough in 2012 developed a seven-year capital plan. The plan projects funding requirements and expenses in all departments. Capital purchases for 2012 amounted to $206,806 for IT upgrades for both police and the administration, new wiring and the phone system in borough hall, splash pad installation at the Hellertown pool, police vehicles, school crossing signs, fuel pumps and the sanitation truck.

Council additionally approved a long-range capital plan which included $2 million to fund a multitude of projects that will address aging infrastructure, arts and entertainment and recreational objectives.

Also during 2012, grants were received in the amount of $201,500 from the Northampton County Gaming Authority, to be used for salary and benefits of two police officers and park surveillance equipment.

Design and engineering is complete for the improvements to Dimmick Park, the report indicated. The project includes the rehabilitation of the historic grandstand, the installation of an outdoor performance stage and renovations to the pool bathhouse. Construction is expected to begin in March. The report also indicated the Route 412 widening project will commence this spring and summer and is expected to run for three years.

The report further stated Hellertown will continue to be advertised "as a wonderful community to do business."
