Board approves grass seed purchase
Heidelberg Township board of supervisors discussed the township’s Environmental Advisory Council’s request to purchase 10 pounds of grass seed mix at its Sept. 17 meeting.
Chairman Jonathan Jakum said the EAC wants to purchase the grass seed mix to seed the approximately 3,000 square-foot area on the other side of the creek past the riparian area.
The grass seed mix is a no-mow lawn and micro clover seed mix and is a low growing mix and needs minimal mowing, he said.
Jakum said the seed is going to cost $168 and the EAC has a budget of $250 a year.
The motion was approved.
Township solicitor Keith Strohl with Steckel and Stopp Attorneys at Law reported under monthly reports that he is in the process of doing the zoning update for the keeping of pets.
“I have been working with Katie Fabian, township zoning and administrative assistant, to get the language that we were provided from planning commission to fit into the notified ordinance,” he said. “Looks like we’re going to have to come up with some definitions for things like poultry and dangerous animals before we can finalize it [the zoning update]. We’re fine tuning it, and then we’ll get something [together] so it can go before the [township’s] planning commission and Lehigh Valley Planning Commission and then get advertised for adoption.”
Turning to unfinished business, the board addressed the township’s fire code.
Dawn Didra, township administrator, said there was nothing new to report on the fire codes.
“It was discussed last time but wasn’t approved so the fire company requested that it stay on [the agenda] for consideration.
Jay Scheffler, fire chief with Germansville Fire Company, said that education about the code is needed.
He then suggested the township talk to Brian Carl, Weisenberg’s administrator and member of the township’s volunteer fire department, and ask him if he could come and explain the fire code in terms that the board of supervisor members and township staff could all understand.
Scheffler said he would reach out to Brian Carl.
The next item on the agenda for unfinished business was revising Resolution 2026-23 Local Share Account Grant application to replace the fire department engine.
“So, we already did this but they’re revising the amount that they’re asking for,” Didra said. “DCD actually recommended that they ask for the full million.”
Jakum then made a motion to readopt resolution 2026-23 with the revision of the funding request from $850,000 to $1 million.
The motion was approved.
Jakum then reported that EAC chairman Jeffrey Kistler made a donation of $444.02.
“The money is to cover the fencing project bill for Heidelberg Township repairing buffer,” Jakum said. “We would like to thank him.”
Under new business, the creation of two new line items in the budget was discussed.
Jakum said one is “460.510 Land Preservation Contribution” to separately document the checks issued to landowners (checks issued from the Land Preservation funds) from the GF (general fund) checking account.
The second is “460.546 Non-Governmental Organizations Pass Through Grant Funds” to expend funds for township-supported grants (LSA Grants — i.e.: stadium lighting grant funds for this past year that went to the Northwestern Lehigh School District and potential fire engine grant funds) funds which would go to the Goodwill Fire Company through the township, Jakum said.
“There are no previous line items for these checks,” he said. “Currently, the funds are documented as 493.000 appropriate funds. These funds cannot exceed 1% of overall expenditures, so these should not remain there for the annual audit.”
Jakum then made a motion to create line items for “460.510 Land Preservation Contribution” and “460.546 Non-Governmental Organizations Pass Through Grant Funds.
The motion was approved.
