CWSA hears insurance, financial, legal, engineering reviews

The April 16 Coplay Whitehall Sewer Authority monthly meeting included the 2025 annual review of four major CWSA affiliates including their insurance, financial, legal and engineering companies.

Paul Pugielli, of Brown and Brown Insurance, reviewed the renewal of CWSA’s account. CWSA claims have remained good, it was reported. Pugielli said the insurance industry is starting to soften up, and the hope is that it’s the beginning of premium reductions.

Christopher Betley, of Buckno, Lisicky and Company, gave the CWSA financial review. The audit went smoothly again this year, he said, adding there will be no changes in the agreement with CWSA.

Attorney Andrew Schantz provided a legal review. He noted it was a quiet year again with no ongoing litigations. The biggest issue continues to be with Lehigh County Authority and the Act 537 plan. Other ongoing issues are with future costs and expenses involving the treatment plant.

Mark Buckvalt, of T&M Associates, gave an engineering review. It was reported 2025 was a good year for CWSA from an engineering standpoint.

General Manager Matt Harleman recommended adding an item to the agenda to release $27,900 for the first phase of the Haven Ridge project and also a balance of $32,000 for phases two and three. This was added, and a motion to approve was granted.

Harleman welcomed Rana Hadeed to the CWSA staff as the new office manager. This was her first meeting.

Chairman James Hahn briefly touched on correspondence items including a draft of a financial statement for the year ending Dec. 31, 2025, a letter from ARRO Consulting regarding the response to the technical deficiency letter in Act 537 planning, an email from the Department of Environmental Protection regarding the approval for KISS regional Act 537 plan, the KISS signatory meeting agenda and the 2026 April Authority Magazine.

Hahn expressed condolences to family and friends on the loss of former CWSA employee Kathy Demko.
