Survey seeks input for comprehensive plan

Salisbury Township is updating its comprehensive plan.The public’s help is being sought.

Salisbury Township Planning and Zoning Officer Kerry Rabold states in a Sept. 26 press release the purpose of the comprehensive plan is “to guide future growth and development in ways that ensure the community remains vibrant, sustainable and adaptable to the needs of residents and businesses.”

During the next 12 months, township officials will work with Strategic Solutions, a Pittsburgh-based public sector planning firm, to assess existing policies and collaboratively develop a vision for the township.

“Local officials and community members will guide the project to ensure it accurately reflects the values and priorities of Salisbury,” the press release states.

Township residents are asked to complete the “Salisbury Township Community Survey.” The deadline to complete the survey is Oct. 31.

From now through the end of October, the project team will engage the community through public surveys and stakeholder interviews.

“And that means working with you, too! From now until Oct. 31, we are seeking your input in a community survey that includes questions related to housing, parks and recreation, shopping and public gathering places. By spending a few minutes on it, you will help us understand what is most important to you,” the township website states.

The survey is divided into three categories: The Township Today, The Future of the Township and General Information.

“Township residents, business owners and other stakeholders are encouraged to participate and help shape the future of the township,” the press release states.

Paper copies of the survey can be obtained at the township municipal building, 2900 S. Pike Ave.

Flyers are being distributed with a QR code to complete the survey.

The poster states: “In 2025, Salisbury Township began developing a comprehensive plan that will guide future growth and development in ways that ensure the township remains a high-quality place to live over the coming years.

“Your input is valuable to understanding the challenges and opportunities related to housing, infrastructure, parks and recreation, and public gathering places in the community,” the poster states.

The press release states:

“Into spring 2026, Strategic Solutions will facilitate interactive workshops with a township steering committee that will focus on public input; community assets and land use, and infrastructure, housing and economic development. Then, the project team will prioritize projects and develop action strategies for implementation.

“The project will conclude with public hearings and reviews by the Salisbury Planning Commission and board of commissioners. The formal adoption of the updated comprehensive plan is anticipated to occur by summer 2026.”

The township website states:

“Comprehensive plans are frameworks for how municipalities set and achieve goals, and the [Pennsylvania] Municipalities Planning Code requires local governments throughout the Commonwealth to update their comprehensive plans every 10 years.”

The township website also states a “Coffee and Conversation” will be held 10 a.m. Oct. 15 in the Salisbury Township School District Administration Building, 1140 Salisbury Road. Officials expected to attend include: Salisbury Township School District Superintendent Lynn Fuini-Hetten, Salisbury Township Manager Cathy Gorman and Salisbury Township Chief of Police Don Sabo.

Residents are encouraged to “meet your local officials and share what matters most to you!

“Representatives from Salisbury Township and the Salisbury Township School District will be there to answer questions, hear your concerns and take your ideas back to the boards to help guide decisions that affect our community.

“As the new school year progresses, we want to stay connected and make sure your voice is part of the conversation. Your voice matters. Come be heard,” the township website stats.

The October Salisbury Township meetings in the municipal building update is: 7 p.m. Oct. 8, zoning hearing board, canceled; 7 p.m. Oct. 9, board of commissioners; 7 p.m. Oct. 15, environmental advisory council; 7 p.m. Oct. 22, planning commission, canceled and 7 p.m. Oct. 23, board of commissioners.
