Emmaus Halloween parade Oct. 18

Emmaus Borough Council met Oct. 6 to discuss budget and finance, personnel and several resolutions addressing land development and borough assets.
The evening opened with the call to order, the Pledge of Allegiance and the approval of minutes from the Sept. 15 meeting. Council members then moved through regular reports and communications before moving past new and unfinished business with no items on the docket.
Mayor Lee Ann Gilbert announced Jarett Design is celebrating its 20th anniversary 11 a.m. to 2 p.m. Oct. 11. There will be a ribbon-cutting and an open house.
The Emmaus Halloween parade will take place Oct. 18. There will be six food trucks in the borough parking lot, 50 parties involved in the parade and seven bands in the parade with a 7 p.m. start time. The rain date is set for Nov. 1.
Gilbert presented three proclamations during her report. Proclamation 2025-628 recognized October as Breast Cancer Awareness Month, encouraging borough residents to support awareness efforts and early detection.
Proclamation 2025-629 declared Oct. 5-11 as Fire Prevention Week, honoring local firefighters and emphasizing the importance of safety education.
Finally, Proclamation 2025-631 officially set Oct. 31, as the borough’s trick-or-treat night, marking one of the most anticipated annual community traditions in Emmaus.
Committee updates made up the bulk of the meeting.
The health, sanitation and codes committee presented two resolutions related to local development. Resolution 2025-28 approved a plan revision for new land development at 306 Broad St., ensuring compliance with state and borough regulations. Resolution 2025-29 conditionally approved a revised lot line adjustment plan for 7035 LLC, concerning the properties at 130 and 132 S. Sixth St. Both resolutions were approved.
The parks and recreation report provided an update on the Knauss Homestead building project. The Knauss Homestead Society is looking to build an additional house on the property, which will serve as a museum. Council approved the needs of the organization to move the project along. In the public safety report, the committee recommended the hiring of two new police officers. Each will undergo a probationary period.
The budget and finance committee shared the 2025 third quarter budget performance report and reviewed significant revenues and expenses for September. Council approved Resolution 2025-30, the current bill list and approved the sale of several surplus vehicles and items through the online auction platform Municibid, including a 1998 Ford Ranger, a 2011 Chevrolet Tahoe, a 2008 Dodge Charger and a 2020 Clayton trailer. These sales cleared up unused assets and generated some revenue for the borough.
The evening concluded with a report from Borough Manager Shane Pepe, who announced the hiring of Ethan Hoang as a part-time EMT to assist the borough’s emergency response team. There was no executive session following the agenda items.
The meeting was then adjourned.
