HANOVER TWP. Peddling, soliciting ordinance update

The Hanover Township- Northampton County Board of Supervisors has updated the township’s Peddling and Soliciting Ordinance. The ordinance now allows residents/homeowners to register for a Do Not Knock List. Being on the list and displaying a decal will indicate to peddlers and solicitors that the resident does not wish to be disturbed.

Residents should register with the Township and pay the 20 dollar fee to be furnished with a decal to place in a visible location near a front door. The applicant(s) must supply the township with name(s), address(es), city, state, Zip code, email address and a phone number. The Hanover Township offices are open from 8 a.m. to 4 p.m. daily at 3630 Jacksonville Road.

The following persons are exempted from the requirements of this ordinance:

1. Persons soliciting contributions on behalf of organizations or nonprofit corporations in compliance with the Solicitation of Funds for Charitable Reform Act.

2. Persons soliciting funds or canvassing permitted under the Pennsylvania Election Code.

3. Children under the age of 18 years who take orders for and delivery of newspapers, greeting cards, candy, bakery products and the like, or who represent the Boy Scouts or Girl Scouts or similar organizations.

4. Activities of insurance agents or brokers authorized to transact business under the insurance laws of the Commonwealth of Pennsylvania, and activities or real estate brokers or agents licensed under the laws of the Commonwealth of Pennsylvania.

5. Any person that is merely proselytizing for a religion or distributing political handbills at no cost, or exercising the right to anonymous religious or political speech without soliciting any funds and without selling any goods.
