Board gets update on Rte. 329 project

Chairman Larry Oberly opened the March 27 Allen Township Board of Supervisors meeting by reiterating the township’s policy to have public participation before and after the meeting.

“We do need to get the township’s business done,” he said. “We want to minimize interruptions during the meeting.”

During the business portion of the meeting, Schlough Incorporated, the company working on the Kopper Penny intersection at Route 329, asked the township for permission to be a co-permittee on the existing National Pollutant Discharge Elimination System permit. The permit is necessary for construction to proceed, and it is customary to put the contractor on as a co-permittee.

Improvements to the Route 329 intersection are paid for by Rockefeller Group. The first step in the process is to replace the aging bridge west of the intersection. Construction is scheduled to begin as soon as school is out.

The supervisors set the location of a new salt shed. After some discussion on alternate locations, the board opted to locate the new shed along the storage building that is behind the municipal building and the public works building. The township has future plans to replicate the existing storage facility at some time in the distant future. The new salt shed location will allow for the added storage facility.

Township Engineer Robert Cox indicated that a preliminary meeting will be held for the warehouse facility proposed for lot 5 of the Rockefeller Group project. According to Cox, the preliminary meeting is being held before the preconstruction meeting to make sure everyone understands the rules and restrictions at the site.

At the request of a resident, Cox provided an update on Willowbrook Road and the work at its intersection with Race Street.

“There is no real update provided to us because the work is being done in Hanover Township,” he said.

Cox is privy to limited information.

“The bypass road was scheduled to be open March 26, but there have been weather delays,” he said.

The bypass road is constructed so crews can install a stormwater drainage system under the roadway before the intersection where the cartway dips dramatically. Cox said he believes the bypass road will be a two-lane highway and be operational until the stormwater lines are complete.

Oberly indicated the next township meeting will be held at the township municipal building, 4714 Indian Trail Road.

Eugene Clater, who heads the township planning commission, attended the supervisors meeting. After the meeting, he said the warehouse proposal by Jaindl along Seemsville Road is being delayed.

“They recognized that there is a lot of opposition to the plan as they submitted it. They are reviewing the plan and making modifications. We probably won’t see anything from them until June,” he said.
