Engineer: Stormwater issue involves 2 municipalities

Coplay Borough Council took action at its meeting Oct. 10 to address stormwater problems at Tapler Drive and 12th Street, where water complaints have spanned nearly two decades.

Council authorized township Engineer Daniel Witczak to revamp plans that are on record. Part of the problem is that stormwater flows across land in Coplay and Whitehall Township. The solution to containing the water will require both municipalities to address the problem. Witczak will contact Whitehall officials once the plans are complete.

At council’s workshop session Oct. 3, Rick White, who lives on Tapler Drive, asked council to review violations he accumulated on his property. White contends some of the problems on his property are related to the stormwater problems on Tapler Drive. Councilman Charles Sodl agreed with White.

On Oct. 9, Sodl, White and Code Enforcement Officer Ronald Helman met at White’s property to review the citations. The meeting resulted in the borough reducing the number of citations from 19 to 10. The borough also extended White’s completion deadline from the end of this month to November.

In other business, recreation committee Chairman Stephen Burker reported the borough’s twilight concert series was well received.

“Everyone I talked to liked the events and wants to see them continue into 2018. We can probably have more of them next year,” he said.

Trick-or-treat night in the borough is set for 6-8 p.m. Oct. 27.

Also at the meeting, council had questions about a bonfire proposed by Coplay Sports as a celebration to end softball season. Sodl gave instructions to coordinate the event so that everyone could enjoy the event safely. The fire department confirmed Oct. 10 the entire effort was now properly coordinated. The bonfire was set for Oct. 14.

In other news, Witczak reported improvements for Saylor Park are on schedule. Council voiced concern the park would not be complete for the borough’s 150th anniversary celebration in 2019. Witczak noted the administrative review is complete, and the plans are going through a technical review. Witczak and council were satisfied with the progress to date.

Witczak updated council on the Front Street project. Fill materials will be removed and a base coat installed. Council is unhappy with the cost for add-ons from the contracted low bidder. Councilman Carl Luckenbach compared pricing with the original bids. He agreed the prices for add-ons were contingent on getting the primary job.

Council made no decision on how to handle the add-on costs. The Front Street project is reportedly over budget and outside the projected timeline.

Council will hold its next workshop session 7 p.m. Nov. 7.
