Board OKs clean fill dumping in Reliance St. quarry

Whitehall Township Board of Commissioners at its Sept. 12 meeting unanimously approved a conditional use plan of DVS Enterprises Inc., Whitehall, to dump clean fill in a long-idled quarry where decades ago a cement mill had operated.

After testimony was heard and a recommendation was made by the planning commission for the plant to be approved, based on meeting specific conditions, the board voted in favor of company owner David V. Scheuermann’s proposal.

There were no residents present opposing DVS Enterprises Inc.’s project at 4239 Reliance St.

Scheuermann said he has been a longtime businessman in the township and has adhered to its regulations, adding he wants to continue “to be a good neighbor.”

Scheuermann also said he continues a long-term project of tearing down the remains of a once-bustling cement plant.

Since the public travels on a private road on the site, DVS Enterprises Inc. agreed to maintain the road at its present condition or improve it.

DVS Enterprises Inc. also agreed to the following conditions: the access route must be South Church Street to Haul Road; pre-assessment of materials must be performed prior to depositing at the site; and only clean fill can be added, as defined by the Pennsylvania Department of Environmental Protection.

A testing protocol will be developed by DVS Enterprises Inc. and the township engineer.

Hours of operation will be limited to 7 a.m.-5 p.m. Monday through Friday and 7 a.m.-noon Saturday, with special permission.

American Cement Company operated a cement plant as far back as 1883, and there were subsequent owners of the property, including ESSROC.
