Council questioned on pavilion fee

At Coplay Borough Council’s regular meeting June 14, council members decided to allow Cub Scout Pack 32 free use of the pavilion for the group’s Rain Gutter Regatta Aug. 18.

Council granted StarCross Youth Performing Arts use of the pavilion for a reduced rate of $80 for an event Sept. 17.

Anne Killeen objected to the standards imposed by council.

“I think everyone should pay the posted rate to reserve the pavilion … Council could decide if the money should be refunded. The group could come to council and present why they need to have the pavilion for a reduced rate,” she said.

No one on council had any comments on Killeen’s proposal.

Borough Engineer Daniel Witczak approved awarding the North Front Street paving contract to Charles D. Herman at a bid price of $287,800. The bid price was well over expectations, and council had asked for the parties to rebid the project. The rebid results were about the same.

“The price probably is driven up by the cost of handicap ramps. The ramps used to cost around $1,200 each, but now the price has skyrocketed to the $3,000 to $4,000 range,” said Councilman David Royer after the meeting.

Council passed a motion to grant free access to Coplay’s Parkway Pool for veterans who are residents. Veterans will be asked to provide proper military identification.

In a separate action, council appointed Addy Todal to the park and recreation board to fill a vacancy for the term ending December 2020.

Council voted unanimously to support a memorandum of understanding between Lehigh County Conservation District and the borough. The joint commitment letter asks both parties to actively seek to control erosion and minimize sediment pollution to the waters of the commonwealth.

Councilman Charles Sodl asked council to push for an investigation of the fire on borough property at 1 Bridge St. Police Chief Vincent Genovese was on vacation at that time but was in contact with council when he heard news of the fire.

Council is still unsure of the rules concerning the use of Balliet Stadium playing fields by Legion baseball and Coplay Sports. At issue is a fence. Council contends the fence was deemed to be temporary during the initial negotiations but now appears to be a permanent addition. Councilmen Stephen Burker and Sodl will discuss the agreement with both parties.
