Allen to ask borough to patrol area

Allen Township Board of Supervisors will reach out to Northampton officials in an attempt to have borough police patrol the area of Bullshead and Willowbrook roads and issue citations to drivers parked illegally in designated bike lanes.

Acting on the directive from supervisors, township Manager Ilene Eckhart and Solicitor B. Lincoln Treadwell met earlier with Catasauqua Area School District Superintendent Robert Spengler to discuss issues of drivers ignoring signs and parking illegally while attending outdoor athletic events on the Catasauqua High School grounds.

“They (Catasauqua Area School District) were very supportive,” Treadwell said, adding, however, that the district has no control over the roadway and cannot enforce the restrictions on motorists.

Supervisors Chairman Bruce Frack, at the June 9 meeting, said state police have indicated its officers will not take on the role of issuing tickets.

State police provides patrols since the township has no full-time or part-time police force.

“We have two options,” Northampton Borough Manager Leroy Brobst said Friday after learning of Allen Township’s intent to ask for help. “One is to refer the request to the council police committee, which would, after the meeting, bring a report to council. Or have council take it up without going to committee.”

Police could be paid on an hourly basis, Treadwell said.

“The township could even agree to have the police keep the proceeds from the fines as part of the agreement,” he added.

Should Northampton reject the offer, Treadwell and the supervisors said they will ask North Catasauqua Borough officials if they are receptive to such an agreement; if they also reject the offer, Catasauqua Borough officials would be contacted.

Allen Township Code Enforcement Officer Walter Diefenderfer was given the task of policing the no parking zones. Eckhart said Diefenderfer has issued warning tickets on illegally parked vehicles but was met with anger and resentment when placing warning notices on those vehicles.
