EMMAUS BOROUGH COUNCIL Traffic patterns to change by high school; repairs on North Street and Green Drive halted temporarily

The Emmaus Borough council passed an ordinance affecting Emmaus High School traffic.

Passed by a slim 4-3 vote, ordinance 1112 will set a maximum speed limit to 15 mph on a portion of North Seventh Street, as well as establish a right turn only from Pine Street to Macungie Avenue 7 to 8 a.m. on school days.

Council Vice President Brian Holtzhafer and Councilmen Roy Anders and Brent Labenberg were against the new ordinance.

Anders and Labenberg said, while they were both in favor of the right turn only section of the ordinance, they did not agree with the changing of the speed limit.

"I just don't think it's worthwhile if it's not being enforced, and I don't see it being enforced," Labenberg said.

Labenberg also said he felt the borough could use the money toward the posting of two new speed limit signs elsewhere.

In other business, council decided to table the bids received for the Nova Chip project, which will involve street repairs on both North Street and Green Drive. The lowest bid received was from Dosch Kings Emulsions, which was $15,000 lower than the next lowest bidder.

Borough Manager Shane Pepe explained to council there needs to be some "due diligence done" before this company is hired.

"There have been some negative reports we've received both historically from PennDOT and our surrounding municipalities," Pepe said.

Pepe expressed his concerns with the low bid the company placed. "We also need them to qualify their bid on a $50,000 project. They're $15,000 less than the next closest bid, and right now that's concerning just with purchasing the materials."

Council hopes to make a final bid decision at the next council meeting.

Pepe proudly said Emmaus was voted the fifth safest community in Pennsylvania by Movoto Real Estate. "That's something our police department in particular should be proud of," Pepe said.

Councilman Wesley Barrett noted one would think, "it's just one of these advertising schemes, but when you look at the statistics it's indisputable, and wouldn't matter if it's a business trying to sell an award or not, it's taking the crime statistics."

Council unanimously passed a licensing agreement with Motors Plus allowing parking on 33 Klines Lane, with the agreement of a $500 rental fee per month.

The 2015 Minimum Municipal Obligation for police and employee pension costs were both passed by council.

Council voted 7-0 in favor of allowing the Emmaus Lioness Lions Club to use the Triangle Oct. 4 for the "Scarf Shower" event.

Another event passed by council was the Boomerang Tournament organized by Barnaby Ruhe. Council is allowing the event to take place Oct. 25 contingent upon proof of insurance for the event.

Jeffrey Hoffman was appointed to the Board of Health with a term expiring Jan. 1, 2016.

Council accepted the resignation of David Petrohoy from the police department and Andrew Kelhart from the ambulance corps.
