South Whitehall commissioners approved a resolution June 4 enabling the township authority to proceed with a loan of $1,565,000 from The Neffs National Bank.
The funds will be used to replace meters and construct various improvements to the water system for greater efficiency and accuracy in billing.
A portion of the amount will be used to refund an existing Penn Vest loan.
The 10-year note begins with a 1.97 percent interest rate, which changes to 3.50 percent halfway through the term.
In other business, President Christina "Tori" Morgan reported township staff are aware of incidences of graffiti and are attempting to resolve the issue.
Police Lt. John Christman said officers are kept busy responding to calls from the Target store.
"Organized crime hits Target at least once a week," Christman said. "Thieves from New York come in and use fraudulent credit cards."
In other matters, Morgan said a committee has been working on pedestrian management along Cedar Crest and Hamilton boulevards. She said hiring a consultant would be helpful on the matter.
"We're still in the infancy stages, but we're interested in seeing what opportunities may be around," Morgan said.
A recommendation was made to contact Thomas Comitta Associates for pricing and concept ideas on the pedestrian study.
Matthew Szuchyt, the new local government liaison for state Sen. Pat Browne, R-16th, was introduced. He replaces Gary Birks who retired.
Szuchyt graduated from Parkland High School in 2009 and received his Bachelor's degree in business management from Kutztown University in 2014.
