Board OKs stop sign
North Whitehall supervisors had a very short agenda June 2.
Secretary Brenda Norder noted township offices will be closed on July 4 for the Independence Day holiday.
Legal and engineering fees held in escrow for the Valley Road lot line change were ordered to be refunded.
Lehigh County's Assessment Office ordered a recalculation of the property taxes on 3374 Fairland Drive.
This was for the 2013 tax year and the amount of refund will be $9.75.
Apple Blossom Circle subdivision and the Estate of Edward Klusaritz subdivision each requested an extension of time for review of their proposals.
The board granted an extension until Jan. 31, 2015 for the Apple Blossom Circle plan to solve some outstanding issues.
Klusaritz received an extension until Oct. 31 for a chance to allow the planning commission to review the submission.
The board also adopted a resolution allowing for the destruction of obsolete township records.
Various files from various years will be transferred to a facility in Bethlehem where they will be destroyed.
Township Manager Jeff Bartlett brought a request before the board to have "Watch Children" or similar signs erected along Redwood Drive.
Supervisor Richard Celmer asked if signs were allowed at this spot, in how many other areas would requests be made.
Speed limit signs already exist in this location. Supervisors will look into the matter and tabled the request.
The intersection at Oakland and Mulberry roads was studied by the township engineer.
He concluded the intersection should be a three-way stop intersection with Mulberry having a stop sign.
Temporary signs would be installed informing motorists of the changes.
Supervisor Mark Hills urged the board to allow a permanent three-way stop intersection.
However, Supervisor Steve Pany disagreed saying the intersection is all right the way it is.
He noted there is no history of problems or accidents at the intersection.
Since the recent death of jogger of Angela Pope, north of Neffs Church, PennDOT has received resident complaints about Route 873 in the area of the church.
New concerns about safety were mentioned.
PennDOT has agreed to install new, larger signs and some new signs to increase safety awareness in this area.
The board authorized Bartlett to send letters of support to the areas' state legislators concerning bills currently under discussion.
One concerned reimbursement by insurance companies to ambulance corps for non-transport activities.
The second bill deals with co-pay and deductible funds paid by the insurance companies.
Resident Ronald Roth asked why aflea market is allowed at the site where Tex's Smokin' Barbecue was operating.
His contention was this is a second business and should not be allowed on this lot.
Pany stated this use is a temporary use and is only happening one day per week.
Roth made a suggestion the board raise permit fees for temporary tents where flowers and plants are sold.
In his opinion, these uses hurt local businesses.
Any temporary use that requires a tent must be permitted and inspected, Bartlett noted.
Pany said the board will look at it.
Jim Morris asked the board about a culvert on Riverview Road.
Apparently this culvert is rusting out and appears to be a hazard.
Pany said the township would do a temporary repair which could last a few years.
Bartlett said to replace the culvert, permits must be obtained from the state and the road would have to be closed.
