CWSA approves site plan revision
After January's reorganization meeting, the Coplay Whitehall Sewer Authority began its new fiscal year with one new member on the board.
Paul F. Geissinger replaced James Roth as the representative from Whitehall Township.
Robert Piligian, professional surveyor and owner of Bascom & Sieger, Inc. of Allentown, presented revisions to a site plan for property at 5834 Coplay Road, Whitehall Township.
Wilbur Hill is developing the property and has a history of working with infill sites in older communities. Hill proposed a single family residence on the property. There are two parcels that now site the Red Fox Inn.
Initially, Hill proposed a lateral connection to one of the parcels, but CWSA planning rules require that each parcel has direct access to a main line even if the intention is to only develop one parcel.
Piligian presented a revised plan that extends the main sewer connection 89 feet so that main sewer line parallels the front of both parcels and allows access for lateral connections to the main from each parcel. The board unanimously approved the change.
In other business, the board approved releasing escrow and maintenance funds, approximately $9,000, for a completed project in Belmont Glen.
Also at the meeting, Chairman John Schreiner announced plans for a cooperative effort between CWSA and Whitehall Township to revise the township's existing 537 Plan. The 537 Plan evaluates sewage facilities in the township and is named for the state legislative act that requires each township to have a plan.
"We anticipate that we will be able to help the township with some of the studies and actions that we have taken," Schreiner said.
A public meeting is to be scheduled in the near future to outline the requirements and set responsibilities for the review. Schreiner asked that the operations committee make themselves available to Whitehall Township before the startup meeting to answer any questions that may help the effort.
David Harleman, general manager for the sewer authority, was commended by the board for his ongoing presentations to the City of Allentown on several outstanding operational issues.
The board also approved a full-page advertisement in the 2014 Whitehall-Coplay High School Zephyrs football program.
