Weisenberg supervisors set lower millage rate
The agenda was light at the final meeting of Weisenberg Township supervisors in 2012, however, some items consumed a fair amount of time.
The resolution for the 2013 budget, in conjunction with a resolution for adoption of the millage rate for 2013, was discussed at length.
Supervisor Bob Milot gave his thoughts on setting the millage.
He compared the township's assessment for 2011 with the new assessesment in 2012.
Total assessment for the township was about $191 million. Assessment for 2012 is $585 million. The millage for 2013 will be based on the new assessment.
Under state law, the difference between the total taxes levied when a reassessment occurs can not be more than 10 percent.
As the new assessment is quite higher than the old one, the millage rate had to be lowered.
After Milot discussed the issue, the old rate of 1.6 mills was lowered to .56 mills.
The third resolution, authorized Township Secretary Donald Breininger to advertise for the appointment of a CPA to audit the township's books for 2012.
All resolutions were adopted by the board.
Under new business, Chief Scott Freeman of the Weisenberg Volunteer Fire Department gave a report on activities.
Weisenberg and Fogelsville firefighters, and the education foundations and seniors from the Northwestern and Parkland school districts collected $50,000 for Second Harvest Food Bank.
Freeman asked supervisors to look into adopting an ordinance that would allow the fire company to recover the cost of spill cleanups when accidents occur involving commercial vehicles.
He said some other area townships have ordinances covering these types of accidents.
Sueprvisors will review how other townships handle the issue.
Roadmaster Tony Werley told the board the six-township meeting took place in the morning.
Under discussion was a proposal for a uniform driveway ordinance to be used in the six townships.
Engineer Roy Stewart told the board he received a communication from a developer who would like to turn the Penn State campus near Fogelsville into senior housing.
However, in order to do this, the property would have to be rezoned.
Solicitor Don Lipson presented a request from the Arcadia development for the return of $100,000 from its escrow account.
Milot noted the account has $354,168 in it currently. He suggested giving an additional $100,000 back to the developer and the township would keep the remaining $154,168.
If the developer would agree to this, the township could close the account.
Milot said the 13-acre lot owned by Joseph Kolarik across from the Weisenberg Elementary School, along Route 863, was offered to the township.
Milot said the lot would be a good addition to the township's recreation plan.
The rest of the board agreed and they will look into this matter.
Secretary Donald Breininger reported the annual winter convention of the Lehigh County Association of Township Officials is scheduled for Feb. 8, 2013, at the Schnecksville Fire Company.
To comply with state guidelines, supervisors set their reorganization meeting for 6 p.m. Jan. 7, 2013.
Township Administrator Brian Carl put in a request for several items he said were needed, including a new computer software, office supplies, some office furniture, copier, computer upgrades, some cosmetic issues in the meeting room and bathrooms and new fire extinguishers.
Supervisors discussed these requests at length.
They decided, except for the fire extinguishers, Carl should prioritized the items and come back to the board in January 2013, as budget constraints require some items be placed on hold until after May when tax revenue starts coming in.
