The Whitehall Township Board of Commissioners is expected to approve the administration's proposed 2013 budget Monday night.

The budget includes nearly $20 million in expenditures and contains no increase in real estate taxes or garbage collection fees.

The commissioners held three budget hearings during which time the department heads outlined their projected programs and costs for next year.

Mayor Edward D. Hozza Jr. said the budget submitted to the seven-member board of commissioners in October is mostly unchanged.

Hozza said since he released the proposed 2013 budget to the commissioners there was some tweaking in the areas of revenue and expense projections. These changes, however, have not materially changed the numbers.

The actual millage figure is still not finalized. Hozza said the township is waiting for Lehigh County to release the township's 2013 reassessed real estate values, a figure which the mayor said will not affect the township in maintaining the real estate millage rate for taxpayers.

If approved, the budget would not increase taxes for the first time in a couple of years.

In the 2012 budget the township set the millage rate at 8.95 and included a one-mill hike. For a property assessed at $70,000, the owner will receive a $636 tax bill.

Revenue in the proposed budget was pegged at $18.9 million and expenditures at $19.6 million.

The budget, 4 percent over the 2012 figures, include eight street improvement projects and equipment upgrades.

Hozza views the 2013 budget up for a vote Monday as "a return to normalcy."
