Lynn Township supervisors continue work on codification of SALDO, zoning ordinances

Lynn Township Manager Kevin Deppe checked into the laws concerning presenting plans to the school district, a subject mentioned at the Sept. 5 codification meeting.

On Oct. 3 he told supervisors what he learned.

He said there is supposed to be a monthly report to the district.

The report is supposed to contain a construction schedule but the township has no way of knowing that because land can be subdivided and not built upon for years.

He said a spreadsheet would be the easiest way to conform to the law and it could be forwarded monthly with or without anything new being added.

Regarding the sign ordinance, Deppe talked to both Attorney John Ashcraft and Engineer Roy Stewart, who have information on sign ordinances in other municipalities.

"Roy and I will go over them and see if there is anything you want to incorporate in Lynn's ordinance," Deppe said. "It will go hand-in-hand with definitions."

Stewart asked what they wanted to regulate.

"Signs in front yards advertising firewood for sale?" Stewart asked.

Supervisors agreed something like that should not need a permit.

A permit would be affected by the size of the signs: 100 square feet along a highway or 32 square feet for agriculture, and whether it is temporary or permanent.

Words such as stop, look, one way or others that may confuse drivers will be forbidden.

LED signs still need to be reviewed.

Deppe suggested a recreation fee be paid when a lot is created. Stewart, however, said on previously divided lots, with no house, the fee should be collected when a sewer hookup or septic application is received.

A fee will not be required if the new house is to replace an old one, such as after a fire or if the original house is demolished.

Stewart said commercial development as part of the community should contribute.

The fee could be based on square footage.

He will provide a copy of an ordinance for commercial recreation fees.

Stewart brought a list of definitions from Washington Township he said was reasonably complete.

Washington has just reviewed its definitions. Deppe had a list from Weisenberg Township.

In other business, new state workman's comp regulations will be required to cover any form of cancer within 300 weeks of serving as a volunteer firefighter.

Deppe said the township would no longer get any money from state police fines.

Supervisor Justin Smith has checked into prices for streaming supervisors' meetings on the Web live.

There was discussion about making the cameras in the park readable from the office.

The next codification meeting is scheduled for Dec. 5. The minutes, as they are considered complete, will be used for the public hearing and to present to the planning commission.
