Police patrol of park is requested by Lynn Board

Vandalism in Ontelaunee Park included dismantling of some of the playground equipment.

Lynn Township supervisors learned at their Sept. 13 meeting most of the damage has been repaired but some small parts are missing.

State Police Teroop M, Fogelsville, will be asked to patrol the park.

Under public comment, Dave Najarian asked if open records officer Kevin Deppe, who was not present, changed the open records policy with or without the supervisors' knowledge.

Solicitor Marc Fisher said there has been a change in the law. Financial statements are now to be released.

"If I had failed to disclose I was treasurer of the Lynnport Fire Company, people would have jumped on me," Najarian said.

He said in a phone conversation with The Press phone numbers, businesses and creditors are legally required to be released, and that Fisher appealed the inclusion of business interests but lost.

Najarian said taxpayer money should not have been used in the appeal.

At the meeting, he said public comment issues should be included in the minutes.

"You should be more transparent, Najarian said. "You create the opportunity for gossip."

Supervisor Justin Smith said his phone number was taken out of his financial statement as well as two other items.

He did not recall what they were.

Najarian said as a school bus driver, he is seeing Lehigh County Authority trucks "all over the place."

"They must be seeing some good things," Najarian said. "We'll see if it benefits the rate payers."

He was concerned the Lynn sewer system was turned over to the LCA without an ending audit.

Fisher said the papers are still in the township sewer files and will be audited.

Joe Tetz, under public comment, asked for more time to move some trailers to his new property.

Five are ready to move but require a highway occupancy permit for the new property, he said.

If the five trailers were moved, there would still be one holding the caisson for funerals and three with hay and straw storage.

The board said it would consider his request.

New Tripoli Community Fire Company responded to 108 fire calls this year and 12 since the August meeting.

Chief Peter Christ asked if the township was going to provide hepatitis B vaccinations.

He said the company has added five new members during the last month.

Christ asked for clarification about the burn ordinance and what is expected from the fire company.

Supervisors will review the burn ordinance and give him a reply.

Developer Greg Snyder has a four-lot subdivision with a one-acre residual lot.

Snyder is working on obtaining stormwater and highway occupancy permits.

Engineer Roy Stewart said Snyder submitted a final plan, which includes all issues mentioned in the preliminary plan, already approved by supervisors.

Because of the sight distance for a 55-mile-per-hour road, which Autumn Road is, as it is not posted, Township Manager Kevin Deppe said Autumn is not wide enough for 55 mph.

Snyder will have trouble with driveways. He wanted it posted at 35 mph, which requires a shorter sight distance, and said he would request a waiver.

Supervisor Brian Dietrich said a speed study has been done, and shows it is suitable for 35 mph.

"If the developer is the reason we need to change the speed limit, the developer should pay the costs," Supervisor Justin Smith said.

Fisher said an ordinance is needed to change a speed limit.

Roadmaster Bruce Raber said the road crew is doing the second round of mowing, has graded dirt roads, filled potholes on dirt and paved roads and helped prepare for the annual "Night" celebration and subsequent tear down.

Trees were down twice, Raber said, mowing and weed whacking was done at the recycling center and road and stop signs were replaced.

He has a new compressor that will be installed by Selig Electric.

A shop roof needs to be recoated since it leaks. He was given permission for the crew to do the work.

New playground equipment was installed and picnic tables are at the new pavilion in the park.

Raber said he talked to Deppe because he does not think the contractor at Leaser Lake intends to repair the roads. There are also issues with loggers damaging the roads.

Smith made a motion to record meetings and keep the tapes for a minimum of one year.

Fisher said the minutes should remain as they are now because they are official and forever. It was approved.

As the recreation commission representative, Smith thanked the road crew for help with "Night."

Lynn-Heidelberg Historical Society's annual Pioneer Day is schedule for 9:30 a.m.-4 p.m. Oct. 6 at Ontelaunee Park.

The board set Trick or Treat Night for 6-8 p.m. Oct. 27.
