CWSA hears additional car wash details

During the Coplay Whitehall Sewer Authority monthly meeting May 21, Terry DeGroot, president of Terraform Engineering LLC representing ARD MacArthur Commons II, addressed the board regarding the new Sparkle Car Wash by Walmart. His purpose was to complete the required sewer agreements.

DeGroot’s presentation included an overhead projection of the Hammond Loop with details. They estimate a daily usage of 14,000 gallons of water per day, he reported.

DeGroot mentioned ARD is also proposing a retail building D and retail building E as well as a small drive-thru restaurant. No additional information is available on this as the car wash was the main topic at this meeting.

Sparkle Car Wash owner Kevin Detrick also spoke before the board, saying most car washes use 45 gallons of water per vehicle, but Sparkle only uses 20. Detrick also detailed the reclaim system to clean and reuse water as well as for the proper disposal of dirt.

General Manager Matt Harleman’s recommendation to the board was to approve the ARD McArthur Commons II project as presented, with the condition that Sparkle Car Wash enters into a satisfactory sanitary sewer improvement agreement with the CWSA. Tapping fees are required as well as the assurance that the project is fully approved by Whitehall Township. A motion to approve was carried.

Harleman recommended adding an item to the agenda regarding a second escrow for Emerson Village. Harleman recommended the board add the release of $106,162 for the second escrow release request. The motion was carried.

Harleman also mentioned an April 26 charge for Federal Express in the amount of $140.52 that did not reflect the discount of $1.90. The line item should be $138.62.

In correspondence and miscellaneous items, Chairman James Hahn brought up an April 13 memo from Liesel Gross regarding Act 537 plan approval and a letter to the CWSA board dated March 26 from Monica Chibber at 1684 Harding Circle, Whitehall, regarding a clerical error and the waiving of the late fee.
