Paulus, Heimbecker retain roles on Hanover council
Hanover Township, Lehigh County, Council held its reorganization meeting, followed by a regular monthly meeting, Jan. 12. Councilman Bruce Paulus retained his role as chair, and Robert Heimbecker will continue to serve as vice president. Both received unanimous votes from their peers.
Paulus has distinguished himself as a steady force of competence serving the community as a council member for 28 years. With his reelection, he enters his eighth four-year term on council. Paulus has held the chair post for more than 20 years.
The reorganization meeting concluded after council approved 30 appointments.
During the regular business meeting, resolution 2026-34 was approved by council that establishes a clear and consistent method for applying employee wage rates for payroll periods that span a change in compensation, ensuring compliance with accounting, legal and audit requirements.

Council approved the authorization to release the maintenance security in the amount of $65,544.45 to Guardian Storage, 1890 Airport Road, Allentown, to close out the project.
Council also authorized the attendance of Heimbecker and Councilmen Robert Lawlor and Anthony Rossi to the 2026 Pennsylvania State Association of Township Supervisors (PSATS) annual conference, planned for April 19-22 in Hershey.
Township Manager Melissa Wehr announced the new full-time office employee is Wendy Czerw.
Wehr also reported the Hanleco Fire Department bills to the township office are not detailed enough. She said she needs itemized bills. Council discussed the issue and informed Wehr to hold payment to the fire department until bills for payment are clearly itemized or properly explained.
Council approved the minutes of the Dec. 17 and 29, 2025, meetings and the township bills as presented Jan. 12, in the amount of about $250,000.
