Additional funds received from state
The Salisbury Township Board of Directors held a regular school board meeting Nov. 19.
The meeting began with a citizen’s comment by resident Adam Segall who at a previous meeting, brought up a concern about the amount of time students spend using screens during the school day. He expressed his thanks to both Superintendent Lynn Fuini-Hetten for looking into screen time monitoring and Salisbury Elementary School Principal Zac Brem who took the time in his busy schedule to have a productive meeting to address Segall’s concerns.
In her secretary’s report, Chief Financial Officer Dawn Nickischer noted that with the recent passage of the Pennsylvania state budget, basic education received $11,572 more than was estimated while the special education budget was exactly on target.
The Ready to Learn Block Grant realized a significant increase which totaled $61,000 more than what was budgeted. The district has not seen an increase in this area since the 2015-2016 school year.
As for changes in charter school funding from PDE 363 it is at this time unclear how it will affect the district. More information will be forthcoming.
Nickischer updated the board on a recent tax assessment appeal which went before the assessment board resulting in a $6,000 reduction in tax revenue. She noted five other commercial assessment appeals were not approved although there is a possibility there may be a second round of appeals on the same properties.
Director Carol Klinger brought several agenda items to the board for approval including two LearnWell Agreements to provide educational services for two Salisbury students, an agreement with Moravian University for a clinical/field education affiliation and a revised dual enrollment agreement with Moravian University. All were approved.
Also approved was Moravian University student teacher Matthew Eager to work with Anne Ruiz and an overnight trip for wrestlers to attend a wrestling tournament Dec. 26-28 in Chambersburg.
During the operations committee portion of the meeting, Director Thomas Spinner made a motion to approve The McClure Company to continue to move forward with the process of finalizing a solar boilerplate agreement. Approval was granted by the board although by doing so, the district makes no promise a final agreement will be entered into once numbers and negotiations have been finalized.
The board also approved a list of additions to the per capita tax list in the amount of $600.
Finance committee chairperson Ian Riccaboni made a motion to approve the Act I Index resolution which asserts the board has agreed not to raise taxes by more than the Act I Index for the 2026-2027 school year. The motion was approved.
Changes to personnel include the approval of new hires Tanya Hilbert, custodian, Grollinsky Pierre, custodian, Natalie Klobusicky, co-band front instructor and marching band percussion, Gabriela Caban, co-marching band instructor, Annie Purtell, swim coach, Erin Fagen, assistant swim coach and Devon Alder, middle school wrestling coach.
The board also approved the resignations of Jason Laky, JV baseball coach and Nicholas Trask, assistant football coach.
Several policies were approved for final reading and adoption as a total of 15 policies were brought to the board for first reading and review.
A list of Salisbury High School and Salisbury Middle School student activity advisers and student representatives for the 2025-2026 school year were approved by the board.
Upcoming meetings for the Salisbury Township school board include operations/finance committee 7 p.m. Jan. 14, 2026 and curriculum/technology followed by a regular school board meeting 7 p.m. Jan. 21, 2026.
