2026 budget approved in Upper Milford

There were no public comments to open the Upper Milford Township Board of Supervisors meeting Dec. 4. After the minutes and payment of bills were approved, Township Manager Bud Carter began the new business and said the 2026 budget was advertised and available to the public for review. The budget was approved by the supervisors.

Also in new business, the board approved Resolution 2025-042 regarding the 2026 millage rate. Secretary/Treasurer Jessi O’Donald said the annual millage rates have not changed since 2025. O’Donald reported the general fund will remain at .211 mills and .539 mills for fire services.

The board also approved for O’Donald to advertise the 2026 meeting dates in the newspaper, including the reorganization meeting scheduled for Jan. 5, 2026.

Finally, the board agreed to deny Kay Builder’s extension request for the Fields at Indian Creek Annex. Solicitor Marc Fisher reminded the board the developer has until the end of the day Dec. 12 to complete the work.

The board approved to direct township staff and the solicitor to begin the process against the security of the developer if the work is not completed by the end of the day Dec. 12.

In subdivision improvements, the board approved credit releases for the following per letters from Township Engineer Jeffrey Ott: No. 7 for the Fields at Twin Run/Engleman in the amount of $202,354.59, No. 8 for Fields at Indian Creek Phase 1 in the amount of $120,385.12, No. 1 for Fields at Indian Creek Phase 1B in the amount of $8,717.79, No. 3 for the Fields at Indian Creek Phase 2 in the amount of $60,049.98, No. 5 for Fields at Indian Creek Phase 3 in the amount of $76,619.31 and No. 8 for Fields at Indian Creek Phases 4 and 5 in the amount of $43,656.00. President of the Homeowners’ Association for the Fields at Indian Creek Dave Skinner asked the board if he could comment on these approvals. Chair Dan Mohr noted Skinner could comment at the end of the meeting.

In other reports, Carter said Salem Bible Church Road work will begin next week. The road will be closed for two weeks beginning Dec. 15.

Carter also noted an executive session was held Dec. 2 for personnel matters.

In the final public comment, Skinner questioned the bond money being released for the listed phases for the Fields at Indian Creek. Carter said a list for each phase would be provided to Skinner at the end of the meeting.

Resident Lauren Haponski inquired about her previous safety concerns for the intersection of Mill Road and Chestnut Street and asked the board for an update.

Carter said the Pennsylvania Department of Transportation did not put out a bid yet for the project and work will not begin until next year. Changes coming are part of the Route 29 safety improvements and includes the possibility of lifting the area to level the roads for improved visibility in this area.

Haponski asked if there will be stop signs or traffic lights. Supervisor John Zgura said lights and stop signs “will not be part of the plan because it would be too difficult for truck movement on the hill.” Mohr said upcoming changes will include the drainages along the roadways if they are raised.

The next meeting will take place 7 p.m. Dec. 18 in the township building.
