Coplay Whitehall Sewer Authority works on 2026 budget

The Coplay Whitehall Sewer Authority meeting was held Nov 20. General Manager Matt Harleman reported he met with the finance committee regarding the preliminary budget. Harleman asked the board members for input and questions about the budget.

This will be finalized at the December meeting.

Harleman also updated the board on the recent Pennsylvania Municipal Authorities Association emails and letters. The interesting item in their correspondence was the notification and support of Senate Bill 431. This allows authorities and municipalities to disregard requests generated by artificial intelligence.

Harleman wanted to make the CWSA solicitor aware of this bill so they can be advised properly. He offered board members who aren’t currently receiving PMAA emails to be added to the correspondence list.

Harleman spoke on the ongoing boiler replacement project, which has been fully completed and inspected by both the state inspector from Hartford Steam Boiler and by Whitehall Township. It was all done properly with certifications and documentation.

Harleman also mentioned a Lehigh County Authority invoice in the amount of $323,180 for quarterly treatment charges from Nov. 13, which was received since the time the board packets went out. A motion to add the LCA invoice to the agenda was approved and carried.

Under new business, a requested letter of credit regarding the Park Street subdivision was received, with $5,235 hanging in a balance for about 19 years. A motion was taken to release this. The motion was approved and carried.

The board discussed options for the upcoming Christmas luncheon.

Initial motions to accept the meeting minutes and field report was accepted and carried. No one addressed the board.
