State police praise new Flock system

At the Hanover Township - Lehigh County Council meeting Oct. 15, PA State police leader of Troop M Headquarters located at 2930 Airport Road, Bethlehem Lieutenant Jason Troutman attended. During the Courtesy of the Floor agenda item he provided council a police report about crime in the township. The Pennsylvania State Police cover Hanleco with their police services.

Troutman noted the recent Flock camera and license plate reader system installed in Hanover Township was instrumental in nabbing criminals. One miscreant caught with the assist of the Flock system and taken into custody was driving a stolen car with a stolen license plate.

Troutman provided statistical data indicating criminal arrests are up 1.5% along with an increase of crimes against property and an increase in drug investigations. He added “crimes against a person” were down so far this year. In total the data indicated there has been no spike in crime in Hanleco so far this year.

The State Police cover most townships and some boroughs. They provide some limited coverage in boroughs that lack a full complement of borough police officers.

Troutman noted the State Police Officers try to visit community events in the municipalities they cover such as; Coffee with a Cop, Treats with Troopers for Halloween, and local National Night Out events. The PA State police nonemergency number is 610 861-2026. For emergencies call 911. Troop M follows the safety credo urging residents to call, “If you see something, say something.”

Council introduced an ordinance that would amend section 1-403 of the Statutory Code of Hanover Township - Lehigh County adjusting the salary of members of council to $100. per meeting. The increase will begin in January 2026.

The introduced ordinance amendment to section 1-403 is in accordance with the Pennsylvania Constitution and the Township Charter of the Township of Hanover - Lehigh County. Any salary increase for an elected official must be publicly announced and be voted into an ordinance.

An ordinance revising Chapter 18 (Sewers), Part 2 (Building sewers and connections) of the Hanover Township - Lehigh County code of Ordinances was passed unanimously by council. This is a revision required by the Commonwealth of PA.

A Sherwood Park land transfer to sign a memorandum of land transfer was introduced and passed unanimously by council.

Council introduction and unanimous council vote approved a request for extension by the Lehigh Valley Academy to allow them to complete their proposal for a lot consolidation of the two lots that will have the Lehigh Valley Academy Black Box Theater.

One of the lots is in the City of Bethlehem and the other is located in Hanleco. The codes of Hanleco require a water hook up for any parcel with a building in need of water. The consolidation will allow the two parcels to be considered as one for the purposes of a water hook up.

In her Township Manager’s report, Melissa Wehr noted the B. Braun company facility located in Hanleco offered a tour of their facility to council members and Hanleco administration. Wehr asked council to coordinate a date and time when council can tour the plant. She would then contact B Braun to set up the tour.

In another matter, there is a Trunk or Treat billed as a Halloween Dress Rehearsal on Oct. 28, Tuesday from 5-7pm at Red Robin, 1875 Airport Road, Allentown. Raffles, candy and more surprises. Proceeds benefit Blood Cancer United. Email airportroadmanagers@lvrb.com for more information.

Council approved the bills to date Oct. 15, 2025 in the amount of $480,735.56.
