Township reviews August 2025 year-to-date finances

At a recent meeting, the South Whitehall Township Board of Commissioners received its monthly financial review, which offered a year-to-date look at revenues and expenses across all major funds.

The general fund is performing well, with revenues received at 82.92% of budget and expenses at 49.86%.

The fire tax fund, supported by real estate tax collections, showed revenues at 86.31% and expenses at 37.25%.

The water fund came in lower than expected, with revenues at 24.65% and expenses at 20.43%.

Officials explained the shortfall was due to a large customer that did not come online as projected this year and adjustments have been made accordingly.

Other funds reported steady progress.

The sewer fund stood at 62.68% of revenues received and 43.02% of expenses, while refuse and recycling reached 76.89% of revenues and 70.92% of expenses.

The capital fund reported 30.28% of revenues and 47.27% of expenses, with projects on track for completion this year.

The state highway aid fund, which receives liquid fuels payments, already exceeded its budgeted revenues at 101.8%, with 80.57% of expenses incurred.

Board members noted the water fund as an area of concern but accepted the explanation for the shortfall.

Commissioner Diane Kelly thanked the finance team for their consistent work, saying, “The monthly update keeps the board and our residents informed on the status of our budget and our township finances.”

The board also approved a motion to award the Brickyard Road demolition project to Victory Gardens, Inc.

Director of Operations Herb Bender reported four bids were received and opened Sept. 23 following advertisement earlier in the month.

After a review and reference checks, Victory Gardens was recommended for the work.

Their bid of $23,500 to demolish two houses came in well under the $65,813 budgeted in the 2025 capital plan.

Kelly commended Bender and the operations team for theirc efforts to save taxpayer dollars, noting that part of the project will also be completed by the township’s Public Works crew.

The motion carried unanimously, 5-0.

The board also approved a resolution extending conditional preliminary-final approval for the Aesthetic Surgery Associates medical office building project at 1619 Hausman Road.

The plan calls for a two-story medical office building and parking lot on a 2.5-acre parcel zoned highway commercial and served by public water and sewer.

Originally approved in May 2024, the project received a six-month extension in April 2025.

The developer requested another six months to finalize financial security provisions and move the project forward.

Attorney Kate Curcio of Fitzpatrick, Lentz, & Bubba, representing the applicant, told the board the project is nearly ready to proceed.

“The developer was looking to take advantage of a slightly less constrained lending environment,” she said. “We’re at the one-yard line on this one. All of the developer agreements are in final form, and we expect the additional time will be more than enough.”

The motion passed unanimously with no public opposition.
