Suspect sought in COVID benefits scheme

Authorities are asking for help from the public to track down a suspect “wanted on federal charges for her alleged role in a $34 million COVID-19 relief funds fraud scheme,” according to a recent news release and wanted poster.
Elaine Agene Escoe, 40, of Palm Beach County, Fla., skipped a court appearance June 5 and was last seen in Palm Beach County June 3.
Charges against Escoe include alleged conspiracy to commit wire fraud; conspiracy to commit money laundering; wire fraud; concealment of money laundering and transactional money laundering, according to an FBI press release.
Authorities said Escoe worked with others to allegedly submit more than 90 applications to receive funds from relief efforts “the Paycheck Protection Program, Economic Injury Disaster Loans, Restaurant Revitalization Fund and Shuttered Venue Operators Grant between May 2020 and November 2021.”
The wanted poster about Escoe continues as follows:
“The applications allegedly contained false information regarding employee counts, payroll expenses and business revenues.
“The scheme resulted in the wrongful disbursement of approximately $29.1 million in PPP funds, $1.2 million in RRF funds and $3.8 million in SVOG funds.
“After the funds were disbursed, Escoe and others allegedly directed payments to each other and to businesses they controlled, withdrew large sums in cash and used blank, signed checks to conceal the origin and nature of the proceeds.”
A federal arrest warrant was issued in May.
Escoe uses several aliases, including Annie and/or Annie Palmer.
She is described as 5 feet, 4 inches tall and approximately 140 pounds. She is described as having black hair and brown eyes.
“Escoe has tattoos on her left wrist, abdomen, back and right shoulder,” according to authorities.
She was born in Jamaica. Authorities said she should be considered a flight risk.
