Hanover approves ballot questions

At the Sept. 3 Hanover Township, Lehigh County, Council meeting, council discussed and approved ordinances 663 and 664 dealing with township charter amendments and 2025 ballot questions. Both ordinances are available for review by residents by contacting the township office.

Council also discussed and approved the township’s trick-or-treat night. It will be 6-8 p.m. Oct. 31, with a rain date of Nov. 1.

Typically trick or treat in Hanover is the Friday before Oct. 31. Because Oct. 31 is on a Friday, which occurs once every seven years except in a leap year, Hanover youngsters have the opportunity to be out trick-or-treating on Halloween.

Council discussed the request to replace three LiftMaster garage door openers at the township’s 1003 Postal Road garage. The units were reportedly beyond repair due to a power surge, possibly from a thunderstorm. Council approved the request. Councilman Anthony Rossi asked township Manager Melissa Wehr to ensure the new door openers have surge protection.

HVAC and capital contingency items had a 10% overage change order. Overages are to be reported to council to discuss and vote. Wehr said the amount budgeted for the project will cover the overage and not increase costs. Council approved the request.

Resolution 2025-35 approved the Act 537 final plan. All resolutions can be accessed by calling the township office.

The water line at the black box project issue with Lehigh Valley Academy was discussed. Township Solicitor Jason Ulrich presented three options for council to consider. One was a cost to Lehigh Valley Academy of about $31,000, the second would cost the school $109,000, and the third‘s cost to Lehigh Valley Academy is $132,000.

Council chose option two because it conforms with the township ordinance that requires all real estate parcels have an individual direct water line. Lehigh Valley Academy has two parcels, one in Hanover and the adjacent property in the city of Bethlehem. Lehigh Valley Academy wants to have both lots use one water line, which is the $31,000 expenditure in option one.

Ulrich will contact Lehigh Valley Academy to inform them of council’s decision and for Lehigh Valley Academy to either accept council’s vote or seek action to pursue option one.

Council approved the payment of the township bills for Sept. 3 in the amount of $213,976.85.

Wehr reminded council she wants the county’s departments to submit their budget requests to her by Oct. 1.
