Council did not meet quorum

In the Pennsylvania Borough Code, a seven-member borough council requires four members to be present at an open public meeting to conduct borough business. The July 14 council meeting was not held officially because the council lacked a quorum. Since only three council members were present, no deliberation and/or decision making could occur.

A nonmeeting was held for the council members to talk among themselves and the residents in attendance. No decisions were made nor any deliberation occurred.

The canceled meeting appeared to have a heavy agenda, with consideration and votes planned for potential ordinances 738, 739, 740 and 741. These ordinances will address approved and unapproved parking places in the borough, the borough’s official map, parks and recreation identifiers and an amendment to the proposed borough zoning map.

Under the motions/action items agenda line, there were seven issues for council to address, one of which is the potential purchase of rain barrels for the environmental advisory committee rain barrel workshop, which was scheduled for July 26.

The informal nonmeeting ended after approximately 40 minutes. Borough council then met Aug. 11.
