Allentown officer charged with assault after chase
An Allentown police officer, who authorities said struck a man in the face with the muzzle of his gun while the man was surrendering to him, has been arrested for an unjust assault.
Abviud Carvajal of Allentown is facing felony charges of aggravated assault — attempts to cause or causes bodily injury with a deadly weapon — and simple assault, according to Lehigh County District Attorney Gavin P. Holihan and Allentown Police Chief Charles Roca.
He was arraigned before Magisterial District Judge Todd Heffelfinger and released on $25,000 unsecured bail, pending a preliminary hearing scheduled for 3:15 p.m. Aug. 26.
Holihan said the charges stem from an incident that began around 8 p.m. July 23 in the 700 block of North 11th Street in the city, after a woman reported she received a threatening phone call and pictures from her boyfriend displaying a firearm and threatening to come to her home and harm her.
The district attorney said the boyfriend was identified as Thomas Kravitz of Philadelphia, and officers were able to identify a truck belonging to him. He said police performed surveillance in the area where the woman lives and after a period of time, they saw Kravitz arrive at the location in his truck.
As police attempted to stop Kravitz’s truck, he fled the scene, striking an Allentown police vehicle. That led to a pursuit through Allentown and into Whitehall Township before Kravitz’s truck crashed at the intersection of 13th and Pennsylvania streets.
The district attorney said body camera and dash camera footages were analyzed and showed the officer with his gun drawn approaching Kravitz. The video shows Kravitz standing at the rear of his truck in a position of surrender with both hands raised and empty while Kravitz was being detained at gunpoint by another police officer.
Holihan said the body camera shows Kravitz was empty-handed and surrendering to officers and remained standing with his empty hands over his head as Carvajal approached him and struck him in the face with the muzzle of his gun. He was knocked to the ground with injuries to his face and was later taken to an area hospital for treatment of the injury.
Police said Kravitz was charged with illegal possession of a firearm, fleeing the police and causing an accident involving injury while not properly licensed. He remains in Lehigh County Jail awaiting a preliminary hearing.
Holihan said a loaded .22-caliber handgun was recovered in the 1200 block of Whitehall Street and it is believed Kravitz discarded the gun during the vehicle pursuit.
