Development proposals for Lehigh Valley Dairy site due Sept. 4

State Sen. Nick Miller, D-14th, announced the request for proposals is now live for the former Lehigh Valley Dairy site in Whitehall. In April, the Redevelopment Authority of Lehigh County approved the site to move forward for future developers.

“This long-vacant property sits at a vital crossroads between Whitehall and Allentown and holds tremendous potential for regional revitalization,” Miller said. “With the RFP now live, we’re one step closer to turning this key site into a hub of economic activity. I am confident that, with support from the state and the Lehigh County Redevelopment Authority, strong community-driven proposals will emerge. These proposals will not only revitalize the site but also deliver lasting benefits for this crucial gateway between Whitehall and Allentown.”

The property includes two adjacent parcels of vacant commercial land at 1026 MacArthur Road and 845 Sumner Avenue in Whitehall Township. These parcels are viewed as one economic unit and will be marketed collectively.

This site was constructed in 1920 and was originally a silk mill that was converted into dairy in 1934. The property remained vacant until Elias Property Group demolished it in 2024-25.

Proposals must be submitted in a sealed envelope marked “Elias Property Group Proposal” and mailed or deliveried to Elias Property Group LLC, 101 Tilghman St., Allentown, 18103. Proposals must be received by 4 p.m. Sept. 4.
